Police Chief Wants Community Policing Officers to Become "Super Cops" Capable of All Tasks to Serve Citizens
Jakarta — The Head of the Police Security Maintenance Board (Baharkam) General Karyoto has expressed the aspiration that community policing officers (Bhabinkamtibmas) should become “super cops”, meaning police officers capable of performing all manner of work with an orientation towards assisting the public.
“We hope that Bhabinkamtibmas officers become ‘Super Cops’, meaning police who can perform all sorts of work that is naturally oriented towards helping society,” Karyoto stated during a meeting with Commission III of the Indonesian House of Representatives at the Parliamentary Complex in Jakarta on Wednesday (11 March 2026).
According to him, through the Community Policing approach, the role of Bhabinkamtibmas in implementing community-based security strengthening will continue to be optimised so that the police are present closer to society and are capable of resolving security issues collaboratively.
This approach encompasses providing emergency assistance, assisting accident or disaster victims, mediating community conflicts, and providing guidance and preventative counselling.
“We have already coordinated with the Education and Training Institute and the Medical Division to train every police personnel with basic life support capabilities,” Karyoto stated.
According to him, one of the police’s duties is maintaining public security and order, ensuring traffic safety, increasing community participation in security maintenance, providing protection and services to the public, and coordinating and supervising security units and community-based security organisations.
“Based on this mandate, the implementation of the Police as Helper Police is realised through several main approaches,” Karyoto said.
