Police Challenges Growing More Complex, STIK States Polri Needs More Strategic Thinkers
Jakarta, VIVA – The Police Science Institute (STIK) of the Indonesian National Police (Polri) has produced a new doctor in the field of Police Science. Police Commissioner (Kompol) Bayu Febrianto Prayoga officially attained his doctoral degree after successfully defending his dissertation in an open session at the STIK-PTIK Building, Kebayorn Baru, South Jakarta.
The mid-ranking police officer, an alumnus of the Police Academy (Akpol) 2009 A class, passed with a highly satisfactory distinction. Bayu’s graduation adds to the growing number of Polri officers pursuing doctoral-level education, a move seen as part of an effort to strengthen human resource capacity within the Bhayangkara Corps to face evolving security challenges.
The Chairman of STIK Lemdiklat Polri, Inspector General Eko Rudi Sudarto, stated that the police institution requires more officers capable of integrating academic approaches with operational needs in the field.
“Congratulations to Kompol Bayu Febrianto Prayoga on his graduation and the attainment of his doctoral degree in police science. The Polri institution currently in great need of strategic thinkers from the younger generation, such as the 2009 Akpol alumni, who can marry academic theories with tactical realities on the ground. We hope the ideas presented in this dissertation can be applied to support change management, bureaucratic reform, and to address the challenges of modern policing, which is becoming increasingly complex, adaptive, and humanistic,” said Irjen Eko, as reported on Sunday, 7 June 2026.
He added that this academic achievement is expected to go beyond the title itself, contributing instead to policy development and the improvement of police service quality to the public. The Doctoral Programme in Police Science at STIK-PTIK serves as a pathway for competency development for Polri officers, designed to equip participants with analytical, research, and data-driven policy-making skills. Through this programme, officers are expected to respond to evolving security and social dynamics while strengthening strategic leadership capacity within the police force. Bayu’s graduation is also part of the push by Lemdiklat Polri to expand a culture of learning and academic competency enhancement among police personnel, including through highest-level education.
