Police Anti-Corruption Unit Denies Criminalising Former Deputy Police Chief Oegroseno in Land Procurement Case

The Corruption Eradication Corps (Kortastipidkor) of the Indonesian National Police has confirmed it is currently investigating alleged corruption related to land procurement intended for a Police Women’s School (Sepolwan) in Lembang, West Java, and Ciputat. The case has recently drawn attention following reports that former Deputy Police Chief Komisaris Jenderal (Purn) Oegroseno has been implicated in the investigation. Responding to these concerns, Kortastipidkor emphasised that the process is still at the preliminary inquiry stage. “Currently, it is still an inquiry, and according to the Criminal Procedure Code, an inquiry is to determine whether a criminal act has occurred. So, please be patient; we will release the findings if a criminal act is identified,” said the Head of Operations for Kortastipidkor, Komisaris Besar Polisi Ahmad Yusuf Afandi, to reporters on Monday, 20 July 2026. Yusuf also denied any attempt to criminalise Oegroseno through his summons for clarification in the case. He stated that all procedures carried out by investigators are in accordance with applicable legal provisions. “There is absolutely no such thing; we guarantee that the law enforcement or actions taken by the Corruption Eradication Corps are based on existing laws and regulations,” he said. For context, Oegroseno had expressed feeling criminalised after receiving a clarification invitation letter from Kortastipidkor regarding the alleged corruption in the land grant for Sepolwan on Jalan Ciputat Raya, South Jakarta, and land procurement in Lembang, West Java. According to the letter he received, the investigation into the case commenced on 2 July 2026, while the clarification invitation was issued on 16 July 2026. Oegroseno questioned the basis for investigating a policy decision made over 15 years ago and asked investigators to clarify the specific criminal act being alleged. “Now there is an indication of being accused of corruption from 15 years ago. Please go ahead with the investigation, but study the criminal procedure law first. What is the criminal act? What is the criminal conduct? State the state losses first,” Oegroseno said.
