Police Anti-Corruption Corps Denies Criminalisation in Case Involving Former Deputy Chief Oegroseno

The Police’s Corruption Eradication Corps (Kortas Tipidkor) has spoken out regarding the investigation into a land procurement corruption case that allegedly implicates former Deputy Police Chief Komjen (Ret.) Oegroseno. The Head of Operations for Kortas Tipikor, Commissioner Ahmad Yusuf Afandi, confirmed that his unit is investigating the land procurement for the State Policewomen’s School (Sepolwan) in Lembang and Ciputat. However, he stressed there is no effort to criminalise the retired three-star general, who is known for being outspoken. “There is none whatsoever. We guarantee that the law enforcement and actions taken by Kortas Tipikor are based on existing laws and regulations,” he told reporters on Monday (20/7). He explained that the case is currently in the investigation phase to determine whether there is a criminal element in the land procurement case. “It is currently under investigation. As per the Criminal Procedure Code (KUHAP), an investigation determines whether a criminal act has occurred. So please be patient; we will release information if a criminal act is found,” he said. Previously, Oegroseno claimed he was being criminalised through a clarification summons from Kortas Tipidkor regarding alleged corruption in the grant of land for Sepolwan on Jalan Ciputat Raya, South Jakarta, and land procurement in Lembang, West Java. He stated that, based on the letter received, the investigation into the case began on 2 July 2026 and the request to attend for clarification was issued on 16 July 2026. Oegroseno also expressed surprise that a policy implemented more than 15 years ago is now being investigated for alleged corruption. He questioned whether the investigation was supported by audit results from the Supreme Audit Agency (BPK), the Financial and Development Supervisory Agency (BPKP), or the Police Internal Affairs Division (Irwasum Polri). “Now there is an indication of being accused of corruption from 15 years ago. Please go ahead with the investigation, but study the criminal procedure law first. What is the criminal act? What is the criminal deed? State the state losses first,” he said.
