Polda Metro Jaya Arrests Roy Suryo and Dr Tifa for Transfer to Prosecutors

The Jakarta Metropolitan Police (Polda Metro Jaya) has explained that the arrest of Roy Suryo and Dr Tifa is a procedural step to transfer them to the prosecutor’s office, as their case files have been declared complete (P-21). “This arrest is not a standalone action, but a continuation of the ongoing investigation. The case files have been declared complete, or P-21, by the prosecutor’s office,” said Polda Metro Jaya’s Head of Public Relations, Senior Commissioner Budi Hermanto, during a press conference at Polda Metro Jaya headquarters, Jakarta, Friday (19/6/2026).

Budi Hermanto explained that the evidence in the case has also been declared complete and meets the requirements. He confirmed that all stages of the investigation process were conducted in accordance with criminal procedure law, upholding the principle of equality before the law. “Thus, this step serves as a clear and accountable legal basis,” said Budi Hermanto.

A similar statement was made by the Director of General Criminal Investigation at Polda Metro Jaya, Senior Commissioner Iman Imanuddin, who confirmed the detention of Roy Suryo and Dr Tifa on Friday (19/6). “The detention of the suspects, namely Mr RS and Ms TF, is part of the process to carry out the transfer of suspects and evidence from investigators of the General Criminal Investigation Directorate of Polda Metro Jaya to the public prosecutor of the DKI Jakarta High Prosecutor’s Office, in connection with the case file that has been declared complete or P-21,” Iman explained.

To ensure the suspects’ presence and availability during this transfer process proceed smoothly, investigators must confirm their whereabouts and attendance. “Furthermore, investigators will conduct a series of physical and mental health examinations on the suspects so that they are fit and can be held accountable for their actions,” he added. During this process, the public prosecutor also confirmed the identities of Roy Suryo and the other suspect to ensure that all evidence matches what was found during the investigation. “We ensure that investigators will guarantee the suspects’ rights and obligations are protected in accordance with applicable laws,” he continued.

Iman added that throughout the entire investigation and examination process, both physical and mental, as well as the transfer of responsibility for the suspects and evidence, investigators always adhere to the Criminal Procedure Code and standard operating procedures. “To guarantee balance and control over the ongoing investigation process, the Criminal Procedure Code provides room for testing through a pre-trial mechanism. Therefore, the suspects, their families, or their legal counsel can utilise the control and testing mechanisms regulated in the Criminal Procedure Code,” he concluded.
