PLN to Purchase Electricity from Legoknangka Waste-to-Energy Plant, says Deputy ESDM Minister: Aligned with President Prabowo's Directive
PT PLN (Persero) has reaffirmed its commitment to supporting the government’s sustainable waste management programme by purchasing electricity produced from the Legoknangka Waste-to-Energy (PSEL) facility in Bandung Regency, West Java.
The Deputy Minister of Energy and Mineral Resources (ESDM), Yuliot, stated that the Legoknangka PSEL project is part of the government’s efforts to accelerate urban waste management while developing waste-to-energy capabilities.
“This project is in line with President Prabowo Subianto’s directive to resolve waste issues before 2029, through upstream-to-downstream management within the 2025–2029 National Medium-Term Development Plan (RPJMN),” Yuliot said in a statement on Friday, 31 July 2026.
He added that the groundbreaking of the Legoknangka PSEL facility marks more than just the start of infrastructure construction; it symbolises a shared commitment to achieving a cleaner, greener, and more sustainable future for Indonesia.
The PSEL project, which is currently entering the construction phase, is targeted to be operational by 2029. It is capable of processing up to 2,131 tonnes of waste per day and generating electricity with a capacity of 40.79 megawatts (MW), or reaching 310 gigawatt-hours (GWh) per year.
As part of the support for the project’s development, PLN signed a Power Purchase Agreement (PPA) in March 2026 with PT Jabar Environmental Solutions (PT JES), the project executing body appointed by the West Java Provincial Government.
Through this agreement, the electricity generated by the Legoknangka PSEL will be distributed into the PLN power system for public use. Yuliot expressed hope that the Legoknangka PSEL could serve as a model for waste-to-energy projects that can be implemented in various regions, providing benefits to both the environment and the community.
“With significant generation capacity and investment support, this project is expected to provide tangible benefits through waste volume reduction, the provision of clean energy, job creation, increased regional economic activity, emission reduction, and improvements in environmental quality and public health,” he said.
Meanwhile, PLN’s Director of Project Management and New and Renewable Energy, Suroso Isnandar, stated that the company is ready to implement government directives in supporting the PSEL, positioning the Legoknangka facility as a real solution to the waste emergency and a step towards energy self-sufficiency.
