PLN Targets 4,118 Energy Transition Projects Amid Global Volatility

JAKARTA, KOMPAS.com - PT PLN (Persero) is targeting an acceleration of the energy transition through 4,118 projects in the 2025-2034 Electricity Supply Business Plan (RUPTL), amid pressures from global volatility affecting logistics prices, exchange rates, and energy costs.

PLN Engineering’s President Director, Chairani Rachmatullah, stated that the surge in the number of projects represents a significant increase compared to the previous RUPTL, which covered only around 2,800 projects over 10 years.

“PLN is ready and committed to the government’s goals for energy transition and achieving net zero emissions by 2060,” Chairani said during the Launching of MKI Electricity Connect 2026 at PLN’s Head Office in South Jakarta on Friday (17/4/2026).

In the latest RUPTL, policy direction has shifted sharply from fossil fuel-based power plants towards new renewable energy (EBT).

Of the total additional capacity of 69.5 gigawatts planned, around 76% will come from renewable energy, including the development of nuclear-based power plants.

However, Chairani noted that this ambitious goal faces structural challenges that have long plagued the national electricity system.

“We see a mismatch. EBT sources are in many places, but demand is still concentrated,” she said.

To bridge this disparity, PLN, together with the government, is promoting the construction of a super grid network that will connect various energy sources to demand centres.

Over the next 10 years, PLN targets the construction of around 48,000 kilometres of transmission lines as well as the addition of substation capacity up to 108,000 MVA.

Fluctuations in oil prices, changes in the dollar exchange rate, and dynamically moving logistics costs directly impact the project procurement process.

Nevertheless, PLN continues to push for the acceleration of project implementation.

For 2026, there are 574 priority projects that must be carried out immediately, both those in the national priority category and acceleration, with a total investment of Rp 291.9 trillion.
