PT PLN (Persero) Unit Induk Pengatur Beban Jawa, Madura, Bali (UIP2B Jamali) is carrying out a transformation of its electricity control system through the modernisation of the Supervisory Control and Data Acquisition–Energy Management System (SCADA-EMS). This step is part of PLN’s digital transformation to improve the reliability of electricity supply while supporting the acceleration of the national energy transition. PLN UIP2B Jamali General Manager Munawwar Furqan explained that the modernisation was necessary because the SCADA-EMS system used since 2005 has reached its end of life, meaning it no longer receives hardware or software support from the manufacturer. “The needs of the current electricity system are increasingly complex. We must be able to accommodate load growth, digital operations, and the integration of new renewable energy power plants. Therefore, modernisation is a very important step,” said Munawwar. One of the main changes is the shift from a regional control system to a centralised one. All system control is now centred at the Main Control Centre in Gandul, Depok, with a Disaster Recovery Centre in Ungaran serving as a backup centre, making operations more integrated and reliable. The latest generation SCADA-EMS is also equipped with various advanced features, such as an Automatic Dispatch System, Digital Twin, weather-based predictive forecasting tools, and enhanced cyber security. This technology allows PLN to anticipate disruptions more quickly and supports the increasing integration of renewable energy plants. Munawwar added that the migration process from the old system to the new one was successfully carried out on 3 June 2026 and is now in the parallel operation stage. All stages are being carried out gradually with various risk mitigation measures to ensure no disruption to the continuity of electricity supply to customers. Full implementation is targeted for completion by the end of 2026. In addition to technological updates, PLN is also strengthening human resource competencies through training, certification, and cooperation with various international institutions. PLN has also conducted benchmarking with power system operators in the United States, Denmark, Australia, and Germany to adopt best practices in modern electricity system management. He further stated that going forward, PLN will also begin utilising Machine Learning, Big Data, and Predictive Analytics to support operational planning, load analysis, and faster, more accurate disruption evaluation.
