PLN Emphasises Fairness in Renewable Energy Development Investments in Indonesia
Jakarta - PT PLN (Persero) emphasises the importance of fairness in supporting investments in the development of new renewable energy (EBT) projects in Indonesia. PLN Risk Management Director Adi Lumakso stated at the Economic Briefing 2026 in Jakarta on Thursday that this aspect is crucial because EBT project development requires synergy involving the government to private parties. “PLN will also create an attractive investment climate, meaning there is fairness here. With fairness, each party has its portion, and it is ensured that the involved parties will achieve adequate returns to attract investments,” Adi said. Furthermore, he noted that this is in line with efforts to strengthen inter-island network connectivity. For example, excess electricity supply on Java Island can be integrated with the Sumatra electricity system. “This (EBT development) programme is indeed very large because the energy transition requires extraordinary investment. It is indeed very large, related to the capacity to be built, especially since our country is an archipelago,” he said. Adi stated that PLN ensures EBT development investments are supported by enabling regulations from the government and involvement of other strategic partners. “PLN will not be alone. PLN is still collaborating with the government on regulations, as well as with the private sector together, and also strategic partners in government institutions and the private sector to collaborate and synergise to ensure this goes well,” he said. Meanwhile, the Indonesian government continues to demonstrate its commitment to accelerating the energy transition towards a greener and more sustainable electricity system. Through the Electricity Supply Business Plan (RUPTL) 2025-2034, the government targets adding 69.5 gigawatts (GW) of new power plant capacity, with 76% from renewables such as solar, hydro, wind, and geothermal, supported by energy storage systems (batteries and pumped-storage hydropower). In more detail, the renewable energy target in the RUPTL includes 42.6 GW from EBT, comprising 17.1 GW solar power, 11.7 GW hydro, 7.2 GW wind, and 5.2 GW geothermal. This commitment is further strengthened by President Prabowo Subianto’s statement targeting the construction of 100 GW solar power plants in a relatively short time, as a strategic step to reduce dependence on fossil fuels while supporting the ambitious goal of 100% electricity from renewables in the next 10 years. In addition, the government is allocating fiscal support for energy resilience amounting to Rp402.4 trillion in 2026.
