PLN Confirms Coal Supply Nearly Fully Secured

State-owned electricity company PT PLN (Persero) has confirmed that coal supplies for its power plants are almost entirely fulfilled. President Director Darmawan Prasodjo stated that the assurance addresses concerns regarding coal availability following the government’s relaxation of the Work Plan and Budget (RKAB) for coal. Darmawan explained that PLN’s annual coal requirement reaches approximately 152 million tonnes. He noted that the government has currently assigned over 200 million tonnes and the contracting process to meet the power plants’ needs is nearly complete. ‘So, PLN’s coal requirement per year is 152 million tonnes. Currently, there is an assignment of more than 200 million tonnes. Of that 152 million tonne requirement, almost all of it is fulfilled, sir. It is currently in process,’ the President Director said when met at the JCC, Senayan, Jakarta, on Tuesday (21/7/2026). Darmawan assured that PLN continues to coordinate with the Ministry of Energy and Mineral Resources, particularly the Directorate General of Minerals and Coal, to expedite the contract process. This ensures that coal supplies matching the specifications of the power plants can be immediately secured. ‘We express our appreciation and gratitude for the support of the Minister of Energy and Mineral Resources and the Director General of Minerals and Coal, so that the contract to meet the 152 million tonne requirement with specifications suitable for the power plants, both owned by PLN and our partners, is proceeding very quickly and, God willing, will be fulfilled,’ he said. This statement marks the latest development after PLN previously faced medium-calorie coal supply constraints that affected the electricity system in Java, leading to rolling blackouts in several areas. At that time, PLN accelerated the signing of contracts with suppliers who had received government assignments and coordinated intensively with the Directorate General of Minerals and Coal to speed up distribution to power plants. The acceleration has resulted in medium-calorie coal supplies beginning to flow to several steam power plants (PLTU), including PLTU Lontar, Labuan, Suralaya, Jawa 7, Jawa 9 and 10, Indramayu, Paiton, Rembang, Pacitan, and Tanjung Awar-Awar. PLN considers the arrival of these supplies as key to restoring the reliability of the electricity system in Java. Minister of Energy and Mineral Resources Bahlil Lahadalia emphasised that the relaxation of the coal RKAB does not disrupt supplies to PLN. He stated that the government continues to prioritise the fulfilment of domestic coal needs, especially for the electricity and industrial sectors. ‘So let no one build a perception as if the RKAB is impacting PLN. The President Director of PLN has already conveyed this. Because we prioritise domestic needs, including other industries,’ Bahlil said.
