PLN Batam Confirms Automatic Blackout Compensation on November Bills
Batam (ANTARA) – PT PLN Batam in the Riau Islands (Kepri) has confirmed that compensation for regular customers affected by the total power outage (blackout) on Monday, 12 October, will be applied automatically to their electricity bills for November 2026.
PLN Batam Business and Business Development Director Raditya Surya Danu said the compensation was based on Riau Islands Governor Regulation No. 22 of 2017 concerning Service Quality Standards and Costs Related to the Distribution of Electricity by PT Pelayanan Listrik Nasional Batam.
“For regular customers, under the governor’s regulation, compensation of 10 per cent of the charge will be automatically credited to the November bill,” Raditya said in an official statement received in Batam on Monday.
He explained that compensation would be determined through an assessment of Service Quality Level (TMP) indicators and in accordance with the mechanism set out in the regulation.
“We have two types of service. For regular customers, it is automatic, so they do not need to submit an application or go to an office,” he said.
Compensation for customers on special services, or business-to-business (B2B) customers, follows a different mechanism.
Raditya said compensation for special-service customers would range from 15 to 25 per cent of their total electricity consumption.
“For special B2B services, the amount varies according to the service. It is around 15–25 per cent of the customer’s total consumption,” he said.
He added that calculating the compensation was part of fulfilling customers’ rights following the disruption to electricity services.
PLN Batam will also report on the compensation payments to the Ministry of Energy and Mineral Resources (ESDM).
The losses incurred by PLN Batam as a result of the power disruption have not yet been calculated.
