Jakarta — The 16th Plenary Assembly of the Fourth Session of the 2025–2026 Parliamentary Year approved the Draft Law on Amendments to Law Number 28 of 2014 on Copyright as an official House of Representatives proposal.

House of Representatives Speaker Puan Maharani posed the question at the parliamentary complex in Senayan, Jakarta, on Thursday: “Shall the draft law on member-initiated amendments to Law Number 28 of 2014 on Copyright be approved as a House proposal?” The assembled members responded in the affirmative.

The approval was reached during the plenary session after representatives of parliamentary party factions submitted written statements regarding the draft law, which originated as a member-initiated proposal.

The Parliamentary Legislative Body (Baleg) previously held a public hearing on the Copyright Law amendment in November 2025, attended by several musicians including Piyu Padi and Ariel Noah. Baleg Chairman Bob Hasan emphasised that the presence of musicians and stakeholders in Indonesia’s copyright ecosystem was crucial to producing comprehensive and implementable regulations.

“This draft law aims to provide optimal protection for creators, copyright holders, and related rights owners,” Bob Hasan stated when opening the public hearing.

Invited representatives came from three associations: the All-Indonesia Composer Association (AKSI), Indonesian Vibrant Voices (VISI), and the Indonesian Recording Industry Association (Asiri). Hasan noted that inputs from these associations were critical in determining appropriate boundaries for moral and economic rights and copyright protection inheritance mechanisms.

He emphasised that the Copyright Law amendment must adapt regulations to the rapid pace of digitalisation and technological transformation.

The Ministry of Law and Human Rights’ Directorate General of Intellectual Property, represented by Director Agung Damarsasongko, outlined the revisions’ key strengthening measures. These include enhanced copyright protection, digital platform regulation, adaptation for digitally-created works and artificial intelligence, protection of traditional cultural expressions, and clarification of copyright duration and rights transfer.

The government has also provided input on the importance of regulating Freedom of Panorama, Public Lending Right, and Resale Right to align with international practices.
