The State-Owned Enterprise Regulatory Agency (BP BKS) has spoken out regarding the fate of State-Owned Enterprises (Perum) that were previously planned to be converted into limited liability companies (PT) during Erick Thohir’s leadership.

Muhammad Khoerur Roziqin, Director of Perum Management at BP BUMN, stated that the agency is currently reviewing the transformation of several state-owned enterprises. However, the status of Perum BUMN will currently be maintained, following the direction of BP BUMN Head Dony Oskaria.

“As of today, the leadership’s direction is that the Perum status will be maintained. Regarding the issue of Perum being directed to become Persero (limited liability companies), that is temporarily off the table; Perum will remain as Perum,” he said during a Media Engagement event in Bandung on Friday (18/09/2026).

He explained that the reason BP BUMN is maintaining the Perum status for these state-owned entities is due to their social impact and their vital role in fulfilling mandates to the Indonesian people. “If they were converted into Persero, they would be pressured to seek profit,” he added.

He further explained that, based on Law Number 16 of 2025, 99% of Perum BUMN shares are held by Danantara, while the remaining 1% (Series A) is held by BP BUMN. Nevertheless, Perum companies remain fully owned by the government through BP BUMN.

“Therefore, the management of Perum is 100% under BP BUMN. We have been entrusted to ensure that these Perum entities can uphold their primary mandates, as per Law Number 16,” he noted.

Perum companies will carry out their primary mandates to provide greater benefits to the public. “The vision of the BP BUMN leadership, as the capital owner, is for these Perum entities to become increasingly reliable and efficient in executing their missions and providing the best public services according to their respective sectors,” he added.

He emphasised that under Law Number 16 of 2025, the primary mandate for several Perum entities is no longer to pursue profit. “Under the previous Law Number 19 of 2003, there was a dual focus: Perum had to fulfil their mandate while also being required to pursue profit. However, under the 2025 Law, Perum will not focus heavily on profit, but rather on completing their mandates and prioritising public service to the community,” he asserted.

He added that although Perum companies are not driven to seek high profits, their businesses must remain sustainable. “Only financial sustainability needs to be maintained,” he said.

Meanwhile, the President Director of Perum Perhutani, Tio Handoko, stated that in performing its role as a state-owned enterprise, Perhutani distributes Micro and Small Business Funding Programs (PUMK) to improve the welfare and economic independence of communities living around forest areas.

It was recorded that between 2023 and 2026, Perhutani successfully distributed a total PUMK allocation of IDR 12.4 billion to finance and incubate 449 MSME partners across Java and Madura.

The trade sector was the main pillar, with fund absorption reaching IDR 4.761 billion for 198 MSME partners, followed by the forest-based agriculture sector at IDR 1.95 billion for 54 partners, and the local processing industry sector at IDR 1.20 billion for 54 partners.

Additionally, PUMK allocations reached the plantation sector at IDR 330 million, fisheries at IDR 614 million, livestock at IDR 65 million, services at IDR 336 million, and other supporting sectors at IDR 3.17 billion.
