PKS Backs Presidential Regulation Classifying LGBTQ as a Threat
The Central Leadership Council (DPP) of the PKS supports Presidential Regulation (Perpres) Number 1lam1 of 2025 concerning the 2025-2029 National Defence General Policy, which regulates various forms of non-military threats to the state.
The President of PKS, Al Muzammil Yusuf, stated that ideologies promoting lesbian, gay, bisexual, transgender, and queer (LGBTQ+) identities, which are deemed non-military threats in the regulation, contradict the first and second principles of Pancasila.
According to Al Muzammil, no religion in Indonesia legalises LGBTQ+ practices. “Within the corridor of Pancasila, LGBTQ+ campaigns clearly contradict the First Principle, Belief in the One and Only God, and the Second Principle, Just and Civilised Humanity,” Al Muzammil said in a statement on Monday (6/7).
He believes that anti-LGBTQ+ campaigns are also in accordance with Article 31, paragraph (3) of the 1945 Constitution of the Republic of Indonesia, which mandates that the state organise an education system that enhances faith, piety, and noble character.
Al Muzammil noted that PKS has taken a firm stance in rejecting LGBTQ+ campaigns as a global movement, including ideologies involving free sex. PKS, he continued, will not normalise such campaigns in public spaces or legislation.
“In fact, we are encouraging the need for clear regulations regarding the prohibition of LGBTQ+ propaganda in Indonesia,” he added.
As a form of support, Al Muzammil mentioned that his party will also instruct all its cadres, particularly those in regional executive positions, to implement Perpres 111 through regional regulations (Perda).
“I call upon PKS public officials in both the executive and legislative branches to oversee the implementation of this Perpres, and even strengthen it through the issuance of regional regulations that prohibit LGBTQ+ campaigns,” he said.
The government issued Presidential Regulation (Perpres) Number 111 of 2025 regarding the 2025-2029 National Defence General Policy, which regulates several classifications of threats to the state. This includes the spread of Lesbian, Gay, Bisexual, Transgender, and Queer (LGBTQ+) culture, which falls under the category of non-military threats.
The regulation also includes the spread of forbidden ideologies, separatism, terrorism, radicalism, online gambling, illegal online loans, illegal trade, narcotics abuse, and the spread of LGBTQ+ culture as part of non-military threats.
