PKP Ministry Prepares Rp 2.2 Trillion, 383 Permanent Housing Units Completed Amid Additional Budget Process

The Ministry of Housing and Settlement Areas (PKP) has prepared a budget of Rp 2.2 trillion to accelerate the construction of permanent housing (Huntap) in areas of Sumatra affected by floods and landslides. This readiness comes amid the ongoing disbursement process for the Additional State Budget (ABT) at the Ministry of Finance, while Huntap construction continues to progress on the ground. PKP Minister Maruarar Sirait stated that his ministry has prepared various necessities to support the acceleration of Huntap construction in Aceh, North Sumatra, and West Sumatra. “We have prepared the policies, human resources, designs, and the budget,” Maruarar said following a Ministerial Coordination Meeting on the Progress of Post-Disaster Rehabilitation and Reconstruction Acceleration in Sumatra at the Coordinating Ministry for Human Development and Cultural Affairs on Thursday, 18 June 2026. According to Maruarar, regional governments are assisting in providing land that complies with the Post-Disaster Rehabilitation and Reconstruction Acceleration Master Plan (Renduk PRRP) to ensure it is not located in disaster-prone zones. The PKP Ministry has also deployed 57 personnel in Aceh, 35 in North Sumatra, and 30 in West Sumatra. “We are also involving the Finance and Development Supervisory Agency (BPKP) to ensure the entire process adheres to good governance,” he said. Additionally, the PKP Ministry will utilise Simple Healthy Instant House (RISHA) technology and precision interlock bricks in the Huntap construction. RISHA technology will be used for communal Huntap construction in Aceh and North Sumatra, while precision interlock bricks will be applied in West Sumatra. This readiness is part of the effort to accelerate post-disaster rehabilitation and reconstruction in Sumatra, which is currently still in the budget consolidation phase. Since the Sumatra Renduk PRRP was approved by the House of Representatives (DPR) together with the Ministry of Finance on 25 May 2026, the process of submitting ABT requests by ministries and agencies has been ongoing. According to data from the Task Force for the Acceleration of Post-Natural Disaster Rehabilitation and Reconstruction (Satgas PRR), as of mid-June 2026, five ministries and agencies have obtained ABT approval. Meanwhile, 28 other ministries and agencies, including the PKP Ministry, are still undergoing internal processes or reviews at the Ministry of Finance. Nevertheless, Huntap construction has not halted while waiting for the bureaucratic process to conclude. Satgas PRR data shows that construction continued during the budget consolidation period. In a report dated 19 May 2026, there were 996 Huntap units under construction. This number increased to 1,218 units in the report dated 17 June 2026, an addition of 222 units in less than a month. During the same period, the number of completed units also rose from 357 to 383 units. Aceh is the largest target area, with 28,050 units, or approximately 73 percent of the total Huntap requirement across the three affected provinces. Minister of Home Affairs and Chair of the Implementation Team for the Sumatra Post-Disaster Rehabilitation and Reconstruction Acceleration Task Force, Tito Karnavian, said the PKP Ministry is one of the priorities in the recovery programme because the construction of communal permanent housing is eagerly awaited by disaster-affected communities. “The PKP Ministry is a priority because the construction of communal permanent housing is highly anticipated by the public. Therefore, we hope for accelerated support from the Ministry of Finance,” Tito said.
