PKB Urges Government to Promptly Issue Derivative Regulations for Domestic Workers Protection Law
PKB Central Executive Board Chair Luluk Nur Hamidah has urged the government to promptly issue derivative regulations for the Domestic Workers Protection Law (UU PPRT) following its enactment.
After a long wait of two decades, Luluk stated, the state has finally provided recognition, protection, and legal certainty for more than 5 million domestic workers who have hitherto worked in private spaces without adequate safeguards. According to Luluk, the enactment of UU PPRT is the best gift on Kartini Day.
“Domestic workers—most of whom are women—have long been the backbone of the domestic economy, yet ironically they are in the most vulnerable position against exploitation, violence, and discrimination,” Luluk told Tempo on Tuesday, 21 April 2026.
This General Chair of the Indonesian Muslim Students’ Movement Women Alumni Association (IKA Perempuan PMII) emphasised that the state must no longer neglect inhumane working practices in domestic spaces that have thus far escaped public oversight.
Through UU PPRT, domestic workers are now recognised as workers with basic rights, protection from violence, exploitation, and inhumane treatment. Domestic workers also now have a legal basis for fair and transparent employment relations, including wage guarantees, working hours, empowerment, and reasonable rest time. In addition, UU PPRT provides access to social security and complaint mechanisms.
Moreover, Luluk said, the enactment of this law is a concrete step towards fulfilling the constitutional mandate, particularly Article 27 paragraph (2) and Article 28D of the 1945 Constitution, and aligns with the Sustainable Development Goals (SDGs), especially regarding decent work and gender equality.
However, Luluk reminded that the establishment of this law is not the end, but the beginning of a great responsibility to ensure effective implementation. She urged the government to promptly prepare derivative regulations, strengthen the supervisory system, and ensure widespread public education so that the norms in UU PPRT are truly implemented.
“We also emphasise the importance of changing society’s perspective towards domestic workers. Domestic work relations must be built on the basis of respect, justice, and equality—not exploitative power relations,” Luluk stated.
The House of Representatives (DPR) enacted the Domestic Workers Protection Bill into UU PPRT in the 17th plenary session of the IV session period of the 2025-2026 session year, on Tuesday, 21 April 2026.
DPR Speaker Puan Maharani, who led the session, initially sought approval from council members after DPR Legislation Body Chair Bob Hasan presented the discussion report on the UU PPRT Bill. “Can the Domestic Workers Protection Bill be approved for enactment as a law?” Puan said in the Nusantara II session room, DPR Complex, Jakarta, on Tuesday, 21 April 2026.
Thereafter, DPR council members voiced their responses. “Agreed,” they said. Puan then hammered the gavel as a sign of enactment.
In his presentation, Bob Hasan stated that there were 409 Problem Inventory Lists (DIM) in the UU PPRT Bill. According to Bob, the enactment of UU PPRT today is a gift for Kartini Day commemoration. “May the UU PPRT Bill keep the flame of Kartini’s empowerment as a light of protection for all domestic workers,” said this Gerindra Party politician.
