PKB Proposes Uniform Parliamentary Threshold from DPR RI to District/City DPRDs
Jakarta - The National Awakening Party (PKB) has proposed that the parliamentary threshold (PT) be applied uniformly from the national to the local level.
PKB Secretary General Hasanuddin Wahid stated that under this scheme, the threshold for provincial DPRDs as well as district/city DPRDs would follow the provisions set for the DPR RI.
“Yes, the threshold just follows the national one. That way it’s more stable, right?” Hasanuddin said when met at the DPR RI building on Monday (4/5/2026).
“But don’t separate the national threshold from the regional one. That would just create confusion later,” Hasanuddin explained.
According to him, if the threshold is applied nationally, political parties that pass at the central level should also have equal opportunities at the regional level.
“If you want, it starts from the top. Uniform like that, starting from the top. So all parties that enter the PT nationally will also enter the PT below,” Hasanuddin said.
“Whether it’s five, or whether it goes down or not, that’s fine, but the division is that all those who enter the five nationally will also get their share in the regions,” he continued.
Hasanuddin emphasised that his party places more emphasis on the underlying rationale for determining the PT value, rather than just the number.
“Regarding the number, PKB is relatively flexible. But the measure is what I mentioned earlier. If it’s four, five, seven, or whatever, there has to be a reasoning built together,” he said.
Hasanuddin reminded that determining the threshold must not eliminate valid voter voices.
According to him, popular sovereignty must remain the primary principle in formulating such policies.
“How can this PT not end up eliminating voices that have already entered? That’s how it is, we’re inviting all parties to calculate this, so that not many votes are wasted in vain,” Hasanuddin said.
“As a matter of political institutionalisation and democracy, the PT is indeed necessary so that our politics becomes more stable, and the democratic institutions also get better,” Hasanuddin explained.
On that occasion, Hasanuddin also assured that discussions on the parliamentary threshold among political parties so far are still progressing dynamically and have not reached a deadlock.
“Up to now, there’s no deadlock. We’re communicating actively with all parties. Relatively, we can understand each other, then discuss further,” Hasanuddin concluded.
