Muhammad Khozin, a member of Commission II of the House of Representatives (DPR) from the PKB faction, believes that a 5 per cent parliamentary threshold is a proportional and relevant figure to implement.

“PKB has maintained from the beginning that 5 per cent is a proportional and relevant figure for the parliamentary threshold,” Khozin stated when contacted on Wednesday (16/9).

He explained that the 5 per cent figure maintains the proportionality of political representation for the public within parliament. This figure also serves to encourage the simplification of the party system to ensure greater effectiveness, as outlined in Constitutional Court Decision Number 116/PUU-XXI/2023.

Khozin noted that PKB is open to further discussions regarding this threshold during the drafting of the Election Bill. “Therefore, the 5 per cent figure represents PKB’s view on an ideal election system design, while remaining open to collaborative discussions during the drafting process of the Election Bill,” he added.

The 5 per cent figure was previously reported to have been agreed upon by Golkar and PKS. The leaders of both parties met at the Golkar DPP Office on Monday (14/9).

The meeting also discussed the Election Bill, which is currently in the process of gathering public aspirations within Commission II of the DPR. “For instance, regarding the parliamentary threshold, we agree on a moderate figure, approximately 5 per cent,” said the Secretary-General of the Golkar Party, Muhammad Sarmuji, when confirmed on Tuesday (15/9).
