PJT I tasked with entering Bali to map river conditions

Denpasar (ANTARA) - The state-owned water resources management company Perum Jasa Tirta I (PJT I) has begun entering Bali Province to map river conditions and provide water infrastructure handling based on an assignment from the Directorate General of Water Resources (Ditjen SDA) of the Ministry of Public Works.
“This year we are beginning operational activities, we are conducting mapping, and there are two studies we are carrying out, starting with the study on the Actual Figure of Operational and Maintenance Needs (AKNOP),” said Head of the Water Services and Water Resources Division for the Bali-Penida River Basin at PJT I, Hamim Ghufroni, in Denpasar on Thursday.
He explained that this assignment is based on Presidential Decree of the Republic of Indonesia (Keppres RI) Number 9 of 2026, under which not just one or two rivers but all river flows in Bali-Penida will begin to be managed jointly with the River Basin Agency (BWS).
The assignment of PJT I in the Bali-Penida River Basin is based on the existence of a financing gap between the AKNOP and the fulfilment of the DIPA and state budget (APBN) allocated to the Bali-Penida BWS for operational and maintenance activities.
“From the AKNOP compared with the DIPA or APBN provided to the BWS for carrying out operational and maintenance activities, there is still a gap or shortfall in fulfilling that need. With the potential utilisation of water resources in each river basin assigned to us, the hope is that this gap can be reduced, and Bali is considered one of those that can reduce it,” said Hamim.
Currently, the steps being taken by PJT I are comprehensive studies and mapping of all rivers in the Bali and Penida areas, so they have not yet touched physical dredging work even though they have visually observed the thickness of sedimentation at several points.
Based on the results of mapping the actual condition of rivers in Bali, the state-owned company together with the BWS will prepare a joint work programme and determine the priority scale for handling.
Hamim is confident that this mapping will be completed in 2026, so that in 2027 they will be able to carry out handling of river infrastructure in Bali.
In accordance with its assignment in Bali, the Ministry of Public Works has also asked them to focus on the pillar of water resources conservation in order to maintain the environmental carrying capacity around river basin areas (DAS).
“One of the reasons for our presence is that we are assigned to carry out conservation activities, so the hope is that critical land will not increase and can actually be reduced,” he said, while mentioning the massive land conversion in river basins that has often been a problem in several regions.
Furthermore, on the pillar of water resources utilisation, so that the water potential in Bali can be used, they have been assigned to utilise raw water effectively, efficiently, fairly, and with economic value to support the sustainability of river maintenance.
Therefore, PJT I is targeting the provision of raw water for regional water companies (Perumda/PDAM), power plants, as well as the needs of the industrial and tourism sectors.
In addition, PJT I is opening up opportunities for the implementation of Drinking Water Supply Systems (SPAM) in accordance with the mandate of the Government Regulation (PP) on its establishment.
