PHI's 2025 Oil and Gas Output Exceeds Target, Marking First Record in Five Years
PT Pertamina Hulu Indonesia (PHI), the upstream oil and gas company managing the Kalimantan operational region, recorded oil and gas production realisation above the 2025 Work Plan and Budget (RKAP) target. This achievement is the first in the last five years and strengthens the company’s contribution to national production targets and Indonesia’s energy security.
Throughout 2025, PHI’s average oil production reached 44.42 thousand barrels per day, or 107.29% of the RKAP target. Meanwhile, gas production was recorded at 536.72 million standard cubic feet per day, or 101.34% of the company’s set target.
The achievement was presented at the Annual General Meeting of Shareholders (RUPST) for the 2025 Financial Year in Jakarta. The meeting was chaired by PHI’s President Commissioner Meidawati and attended by the board of commissioners, directors, and shareholders.
PT Pertamina Hulu Energi (PHE) Exploration Director Muharram Jaya Panguriseng, representing the majority shareholder, gave appreciation for PHI’s performance throughout 2025. “The company succeeded in maintaining work safety performance, increasing oil and gas production and lifting, while controlling operational and production costs below the set targets,” he said.
He affirmed that shareholders continue to encourage PHI to strengthen various production enhancement efforts in 2026 as the company’s operating revenues increase.
Besides recording above-target production, PHI also succeeded in adding proven oil and gas reserves, or 1P, of more than 70 million barrels of oil equivalent. This figure reached more than 193% of the 2025 RKAP target. The reserve addition was supported by intensive operational activities throughout the year. PHI completed the drilling of 146 development wells, 619 workover or well repair activities, and 9,783 well service activities to maintain and enhance oil and gas field productivity.
PHI President Director Sunaryanto said the positive production performance is the result of the company’s commitment to maintaining the sustainability of national energy supply through consistent investment in the upstream oil and gas sector.
“At PHI, we continue to invest in the national upstream oil and gas industry in line with the company’s vision and mission, as well as the commitment of PT Pertamina Hulu Energi (PHE) and PT Pertamina (Persero) as the upstream subholding and holding to provide sustainable energy for Indonesia,” he explained.
According to Sunaryanto, the company continues to carry out exploration and exploitation investments to maintain the continuity of oil and gas production from the Kalimantan region. “The increased oil and gas production and lifting achievement in 2025 is the result of selective investment, filling the gap innovation, and baseline optimisation and well intervention,” he added.
In the last five years, PHI has drilled 13 exploration wells and 517 development wells to support the sustainability of the company’s oil and gas production.
Sunaryanto emphasised that all oil and gas operational activities are carried out with a priority on work safety, security, and operational reliability. This approach resulted in more than 32 million safe working hours since May 2025. Furthermore, PHI recorded zero number of accidents, with no recorded work accidents during the period.
The company also recorded a Total Recordable Injury Rate (TRIR) of 0.14, lower than the tolerance limit of 0.19. In the environmental field, PHI succeeded in supporting carbon emission reductions of more than 215 kilotons throughout 2025. This effort is part of PHI’s contribution to supporting the sustainability agenda and handling climate change.
From a financial perspective, the external auditor stated that the company’s consolidated financial statements fairly present the group’s financial position, financial performance, and cash flows as of 31 December 2025 in accordance with Indonesian Financial Accounting Standards. PHI also maintained its company health rating at AA+ with a stable outlook, reflecting strong financial and operational conditions.
At the RUPST, management also presented the company’s commitment to social and environmental responsibility programmes through community involvement and development (CID), namely community empowerment programmes around operational areas. Throughout 2025, PHI invested resources in 65 CID programmes involving communities and local governments around the company’s operational areas in East Kalimantan.
As part of Pertamina’s Upstream Subholding, PHI manages upstream oil and gas operations and business in Regional 3 Kalimantan, covering Zone 8, Zone 9, and Zone 10. This region is an important contributor to the national energy supply and the government’s efforts to maintain long-term energy security.
