PHE Promotes KSOT for Oil and Gas Structures and Areas with Strict HSSE Standards
Jakarta (ANTARA) - PT Pertamina Hulu Energi (PHE), as the Upstream Subholding of PT Pertamina (Persero), is promoting the concept of Cooperation in Operations and/or Technology (KSOT) in managing oil and gas structures and areas with strict health, safety, security, and environment (HSSE) standards.
PHE’s President Director, Awang Lazuardi, stated in Jakarta on Tuesday that this effort is part of the strategy to increase national production while maintaining Indonesia’s energy security.
“This also reaffirms the company’s strong commitment to implementing HSSE aspects in every cooperation implementation,” said the PHE President Director during his speech at the KSOT concept socialisation event in Jakarta on Friday (24/4/2026).
KSOT is a strategic step to optimise the potential of idle structures and undeveloped discoveries through collaboration with partners and technology providers.
This initiative is also in line with the issuance of Ministry of Energy and Mineral Resources Regulation No. 14 of 2025 and SKK Migas PTK No. 23 of 2025, which serve as the regulatory foundation for operational and technological cooperation in the upstream oil and gas sector.
Awang said that as an initial implementation of these regulations, PHE has opened cooperation for managing idle wells.
During the socialisation event, a Cooperation Agreement on Idle Wells Batch 1 and a Confidentiality Agreement (CA) for Batch 1 and Batch 2 were also signed with prospective partners.
Awang expressed appreciation to the Ministry of Energy and Mineral Resources and SKK Migas for the regulatory support that opens broader collaboration opportunities.
He emphasised that KSOT is one of the important instruments in driving the increase in national oil and gas production.
“KSOT is part of our strategy to support energy independence and increase national oil and gas production. We invite partners and technology providers to actively participate in these cooperation opportunities,” said Awang.
In its implementation, PHE emphasises that all business processes must prioritise good corporate governance (GCG) principles and make HSSE aspects the top priority.
“No business interest of the company is so important that we must sacrifice HSSE aspects,” said Awang.
He also invited all partners to internalise the spirit of work safety in every operational activity.
Pertamina’s Director of Strategy, Portfolio, and Business Development, Emma Sri Martini, emphasised that cooperation in managing partnership structures/areas aligns with Pertamina’s strategic initiatives to strengthen energy security.
“Every barrel is very meaningful for Pertamina; every single barrel is very meaningful for strengthening national energy security, especially given the current geopolitical situation,” said Emma.
Meanwhile, in his speech, Pertamina’s President Commissioner, Mochammad Iriawan, emphasised the importance of socialising the KSOT concept and partnerships in driving the optimisation of national oil and gas potential through an approach that prioritises HSSE aspects.
According to him, Indonesia has vast oil and gas potential, but it has not been fully optimised.
“Our challenge is not the availability of resources, but how to convert that potential into real production to support national energy security. However, this production must go hand in hand and always prioritise safety, security, and responsibility towards the environment,” explained Iriawan.
Meanwhile, the Director General of Oil and Gas at the Ministry of Energy and Mineral Resources, Laode Sulaeman, emphasised that HSSE aspects must be the main foundation in every effort to increase oil and gas production.
He also appreciated the implementation of this socialisation as an important step in strengthening understanding and implementation of Ministry of Energy and Mineral Resources Regulation No. 14/2025.
In line with that, PHE Commissioner Nanang Untung reminded that safety risks remain a primary concern in the upstream oil and gas industry.
“Even on a smaller scale, the safety risk factor remains very high and must be taken seriously. The production generated must go hand in hand with our ability to manage emerging risks,” he said.
SKK Migas Head Djoko Siswanto also emphasised that safety is the top priority in every upstream oil and gas activity.
He also reminded the importance of shared responsibility in maintaining operational safety, including in the surrounding environment of oil and gas work areas.
Furthermore, PHE also announced plans to open cooperation for managing idle structures and undeveloped discoveries, marked by socialisation to prospective partners.
A total of 31 structures spread across Regional 1 to Regional 4 will be offered in this cooperation scheme and divided into two batches of offerings.
Through this socialisation, PHE hopes that prospective partners can comprehensively understand the KSOT concept, including the role of HSSE in ensuring safe, reliable, and sustainable operations.
“The collaborations established are expected to make a significant contribution to increasing national oil and gas production while maintaining worker safety and the environment,” said Awang.
