PGRI Provincial Administrators Declare No Dualism in Leadership
Representatives of the Indonesian Teachers Association (PGRI) at the provincial level across Indonesia have issued a statement of position, declaring full support for the Central Board (PB) PGRI leadership under Prof. Dr. Unifah Rosyidi, M.Pd., as the only legitimate and legal leadership based on organisational decisions and applicable legal provisions. This was conveyed in a Statement of Position by PGRI Provincial Administrators throughout Indonesia, signed together in Jakarta on Wednesday (24/6/2026).
In a statement received today, Abdul Waseh Hasas, Chair of the National Legal Aid and Consultation Institute (LKBH) of PB PGRI, read out the statement from PGRI provincial administrators across Indonesia, emphasising that they remain solid and united under the legitimate PB PGRI leadership. They instructed all administrators and members of PGRI at various levels to continue referring to legal documents that have permanent legal force.
The statement noted that the PB PGRI leadership under Unifah Rosyidi was established by acclamation during the XXIII PGRI Congress held on 1–3 March 2024. The results of the congress were subsequently set forth in Notarial Deed Number 05 dated 7 March 2024 and obtained state approval through the Decree of the Minister of Law of the Republic of Indonesia Number AHU-0000332.AH.01.08 Year 2024 dated 8 March 2024.
The provincial administrators also affirmed that the legality of this leadership has been reinforced by the Supreme Court of the Republic of Indonesia’s Judicial Review Decision Number 32 PK/TUN/2026 dated 5 May 2026, which has permanent legal force (inkracht van gewijsde). Abdul Waseh stressed that the decision is final and binding. “Thus, the lawsuit by Drs. H. Teguh Sumarno (TS) is declared inadmissible, final by law,” read the statement delivered by Syam Zaini, Chair of PGRI Central Sulawesi Province.
Furthermore, the provincial administrators asserted that any leadership or decisions based on Ministerial Decree AHU Number AHU-0001568.AH.01.08 Year 2023 dated 13 November 2023 no longer have legal force. According to them, that decree has been superseded and declared invalid by Ministerial Decree AHU Number AHU-0001594.AH.01.08 Year 2023 dated 18 November 2023 and Ministerial Decree AHU Number AHU-0001597.AH.01.08 Year 2023 dated 20 November 2023, which form the basis of the PB PGRI leadership under Unifah Rosyidi.
Addressing case Number 337/G/TF/2025/PTUN Jakarta, the provincial administrators stated that the legal status of the case does not yet have permanent legal force as it is still in the cassation appeal process filed by PB PGRI. Therefore, they consider any unilateral claim of victory in the case to lack a strong legal basis.
In the statement of position, the provincial administrators also declared that any forums, invitations, or documents acting on behalf of PB PGRI for parties without legal standing are considered invalid. They assessed that the organisational mechanism used through the Extraordinary Congress (KLB) forum was procedurally flawed because it contravened the PGRI’s Articles of Association and Bylaws (AD/ART) and did not meet the organisation’s quorum requirements. This joint statement, Syam continued, was signed with full responsibility for the glory of PGRI.
Following the reading of the joint statement, PGRI Chairperson Unifah Rosyidi said that in accordance with the statement of position, PGRI respects the law and the ongoing process. PGRI in 36 provinces declared they remain solid and continue to work within the organisation for the advancement of education in Indonesia through improving the quality of educators.
PGRI West Java Chair Akhmad Juhana added that all PGRI West Java administrators remain united under the central PGRI leadership of Unifah Rosyidi. PGRI East Java Chair Djoko AW expressed a similar sentiment. “In East Java, we continue to work and move together to improve teacher quality,” concluded Joko.
