PGRI Central Java insists on standardisation of PPPK teacher salaries
Semarang (ANTARA) - The Indonesian Teachers’ Union (PGRI) in Central Java has stressed the importance of standardising salaries for teachers who are Government Employees with Work Agreements (PPPK), particularly those with part-time status.
PGRI Central Java Chairman Muhdi, in Semarang on Saturday, stated that all honorary teachers have indeed been appointed as PPPK, but some still hold part-time status with unequal incomes.
“If high school and vocational school teachers have standards, those in districts and cities (primary and junior secondary schools) still have many without standards,” he said during the Second Working Conference of PGRI Central Java for the XXIII Term 2026.
Muhdi, who is also a member of the Regional Representative Council (DPD) RI from Central Java, added that some part-time PPPK teachers do not even receive holiday allowances (THR).
“I even reminded the government. Do not just order companies to pay minimum wages and give THR. But those employed by the government should also be treated the same,” he said.
He acknowledged that the budget capacities of district and city governments vary, resulting in unequal salaries for part-time PPPK teachers across regions.
“We want the provincial standard to be the same throughout Central Java. The funds are insufficient. In the end, it is based on the district/city minimum wage. Okay. We accept it rather than nothing. But the district/city government’s capacity is very limited,” he said.
Therefore, PGRI Central Java will continue to fight for teachers’ welfare, including salary standardisation across all regions and the appointment of part-time PPPK to full-time positions.
“This is a shared responsibility. We will fight so that part-time (PPPK teachers) can become full-time. Then, full-time PPPK can become civil servants,” he said.
Three roles
PGRI Central Board General Chairman Prof Unifah Rosyidi stated that the teachers’ professional organisation has been carrying out three roles: improving welfare, professionalism, and protection of teachers.
She said that PGRI through the PGRI Smart Learning and Character Center (SLCC) has conducted various trainings as efforts to enhance teacher professionalism.
“SLCC is one form of structural and cultural transformation that we are doing so that teacher professionalism becomes an important part of the struggle,” she said.
Meanwhile, the Head of the Central Java Education Office, Sadimin, affirmed that part-time PPPK teachers under the provincial government, namely high school, vocational school, and special needs school teachers, receive salaries according to the regional minimum wage (UMR).
In addition, he said, they also receive THR according to their working period, while primary and junior secondary school teachers are under the district/city government.
For honorary teachers appointed as full-time and part-time PPPK in Central Java, he said, the number is around 2,900 people.
