PGN Solution and Nusantara Regas Strengthen Gas Infrastructure Resilience
PT Nusantara Regas (NR) and PT PGAS Solution (PGN Solution) are strengthening gas infrastructure resilience by improving emergency response preparedness for subsea pipeline systems. This collaboration is a strategic step to maintain asset reliability and the continuity of gas distribution, which supports energy supplies for Jakarta and West Java.
The strengthening of cooperation between NR and PGN Solution was formalised through the signing of a Memorandum of Understanding (MoU) regarding Emergency Response Preparedness for PT Nusantara Regas’s Subsea Pipeline System in Jakarta. The MoU was signed by the President Director of NR, Mohd. Iskandar Mirza, and the President Director of PGN Solution, Sonny Rahmawan Abund, on Tuesday (8/9/2026).
This partnership holds strategic value as the subsea pipeline system serves as the backbone of NR’s operational chain. The company operates the West Java Floating Storage & Regasification Unit (FSRU) in the Jakarta Bay waters, which is connected to the Muara Karang Onshore Receiving Facility (ORF) via a subsea pipeline approximately 15 kilometres long. Through this pipeline, gas resulting from LNG regasification is distributed onshore to supply gas for the Muara Karang, Tanjung Priok, and Muara Tawar gas-fired power plants (PLTGU).
Given this role, the reliability of the subsea pipeline is a critical factor in maintaining the continuity of energy supply for the electricity systems in Jakarta and West Java.
Furthermore, Jakarta Bay is one of the waters with the densest shipping traffic in Indonesia. The pipelines in this area face various potential operational risks, including shipping activities and possible disruptions caused by ship anchors. Handling emergencies in subsea infrastructure requires the readiness of personnel, vessels, equipment, materials, and technical competence that can be mobilised within a short timeframe.
The President Director of NR, Mohd. Iskandar Mirza, stated that preparedness for emergency conditions is a vital part of maintaining the company’s operational reliability, especially since NR’s facilities play a strategic role in supporting the continuity of energy supplies for power plants in Jakarta and West Java.
“Given the crucial role of NR in maintaining the continuity of energy supplies in Jakarta and West Java, strategic steps are required to strengthen the protection and preparedness of the company’s operational assets. This collaboration is part of the effort to build a support system and redundancy in handling requirements should an emergency occur at NR’s facilities,” said Mirza.
According to Mirza, the cooperation with PGN Solution does not only focus on the response when an emergency occurs, but also on strengthening the readiness of all necessary resources before an incident happens.
“Emergency handling requires preparedness built before an incident occurs. Therefore, the alignment of competence, personnel, equipment, materials, and coordination mechanisms is essential so that the response can be carried out quickly, accurately, and measurably,” added Mirza.
Through this cooperation, PGN Solution will support NR with capabilities in operations and maintenance, engineering, inspection, construction, and technical services for energy infrastructure. Both companies will also exchange technical data and information and identify the readiness of personnel, competence, equipment, materials, and resources that can be mobilised in the event of an emergency.
The scope of cooperation includes technical and operational studies, risk analysis, the formulation of roles and responsibilities, the strengthening of communication and coordination mechanisms, and the implementation of emergency response simulations through drills or tabletop exercises.
The President Director of PGN Solution, Sonny Rahmawan Abdi, stated that the effectiveness of emergency handling in energy infrastructure is highly determined by the readiness and synergy between parties even before an incident occurs.
“Emergency handling in energy infrastructure requires not only rapid response but also strong coordination, competence, and resource readiness. Through this cooperation, PGH Solution is ready to synergise its capabilities with NR to strengthen emergency response preparedness, including maintaining safety, asset reliability, and operational continuity,” said Sonny.
This collaboration also reinforces the commitment of both companies, under the Pertamina Gas Subholding, to maintain asset integrity, operational reliability, operational safety, environmental protection, and the continuity of gas distribution.
This Memorandum of Understanding will subsequently serve as the foundation for both companies to develop a more operational form of cooperation through a Cooperation Agreement (PKS) or an Emergency Repair Agreement (ERA). This follow-up cooperation is expected to clarify coordination mechanisms, the division of roles, and resource mobilisation in facing emergencies in the subsea pipeline system.
NR and PGN Solution are committed not only to building response capabilities for potential disruptions but also to strengthening the resilience of gas infrastructure as part of the energy supply chain, thereby supporting the reliability of the electricity systems in Jakarta and West Java.
