PFII to Continue Using State Budget, For What?
Finance Minister Purbaya Yudhi Sadewa has confirmed that the state budget (APBN) will also be used in the operations of the Indonesia International Financial Centre (PFII). Nevertheless, he explained, the use of state funds will be limited.
According to Purbaya, the APBN will be used to pay officials’ salaries and to provide a reserve fund as a precaution. Meanwhile, the bulk of the initial capital for developing the financial centre will come from Danantara.
“The amount of money involved is quite large, but it is not from the APBN. However, in case they run short of funds to pay salaries, that can be covered by the APBN temporarily, for a certain period,” he said at the APBN KiTa press conference at the Finance Ministry offices in Jakarta on Tuesday, 21 July 2026.
Regarding state funds prepared to anticipate turmoil, Purbaya assured that the government had calculated from the outset that the budget used would not be large. “Because in my view, what Danantara is putting in is more than enough. This is just a precaution,” said Purbaya.
Previously, the use of the APBN in developing the financial centre was raised by the Deputy Chair of DPR Commission XI from the Gerindra Faction, who also chairs the working committee for the PFII bill, Mohamad Hekal. “There may be funding from the APBN, for instance for judges, who must after all be independent,” he said after a plenary session at the parliament complex in Senayan, Jakarta, on Tuesday, 21 July 2026.
Hekal explained that this financing mechanism had been discussed in the proposal for establishing the PFII, including for operational financing. This is because the financial centre will eventually have an operational council, a managing institution, and even a special court. Hence, funding from the APBN is being considered.
Hekal added that funds are also being prepared as a hedge against turmoil, so that if construction is delayed due to certain conditions, the institution’s operations can continue. However, he assured that the APBN will not be used for investment funds. “Really, it is just to ensure that operations do not come to a halt,” he said.
