Pertamina Hulu Energi (PHE), alongside Pertamina (Persero), Perusahaan Gas Negara (PGN), and Pupuk Indonesia (Persero), have formally signed a Joint Study Agreement (JSA) to develop Carbon Capture and Storage (CCS) technology for low-carbon ammonia production.

The agreement was signed during the Indonesia Petroleum Association Convention and Exhibition 2026 held at ICE BSD on Thursday, 21 May 2026.

This national collaboration represents a strategic step towards exploring industrial decarbonisation value chains by integrating carbon dioxide (CO2) emissions from Pupuk Indonesia’s ammonia plants and affiliates.

The emissions will be transported and injected into Pertamina’s operational areas with carbon storage potential.

Signatories included Pertamina’s Senior Vice President of Technology Innovation & Implementation, Hana Timoti; PHE’s Director of Investment and Business Development, Dannif Utojo Danusaputro; PGN’s Acting Director of Strategy and Business Development, Hery Murahmanta; and Pupuk Indonesia’s Director of Technical and Business Development, Jamsaton Nababan.

The signing ceremony was witnessed by SKK Migas’ VP of Business Support, Firera; Pertamina’s Deputy CEO, Oki Muraza; and PHE’s CEO, Awang Lazuardi.

The joint study aims to explore CCS development potential for low-carbon ammonia production as part of efforts to support energy transition and industrial emission reductions.

Under this scheme, CO2 from Pupuk Indonesia’s ammonia facilities will be integrated into the CCS chain, from carbon capture and transportation to injection into potential storage sites within Pertamina’s operational areas.

The study scope covers developing low-carbon ammonia production at Pupuk Indonesia’s existing facilities and affiliates.

Excess CO2 from these facilities will be assessed for transportation to potential storage sites in West Java and East Java.

PHE’s Director of Investment and Business Development, Dannif Utojo Danusaputro, described the collaboration as a crucial step in building an integrated CCS ecosystem in Indonesia.

‘This cross-sector partnership demonstrates a shared commitment to delivering tangible decarbonisation solutions for strategic national industries. This synergy is expected to unlock broader CCS development opportunities while supporting Indonesia’s net zero emissions target,’ he said.
