Pertamina Hulu Energi Achieves Cost Optimisation of US$635 Million

PT Pertamina Hulu Energi (PHE), as the Upstream Subholding of PT Pertamina (Persero), recorded cost optimisation of US$635 million throughout 2025. This achievement was obtained through strengthening measurable cost efficiency across all operational areas while still prioritising safety, compliance, and sustainability.

“Cost optimisation through our Optimus Programme is implemented as a value creation strategy,” said PHE President Director Mery Luciawaty in a written statement on Wednesday, February 25, 2026. According to her, the focus is not only on reducing costs but also on ensuring that every initiative has a real impact on productivity, efficiency, and operational sustainability.

Mery revealed that this achievement was supported by strengthening the Optimus Programme, an internal Upstream Subholding programme that aims to build a culture of cost efficiency while encouraging the optimisation of work processes.

Through this programme, Pertamina Hulu Energi encourages the birth of various efficiency initiatives that focus on creating added value, increasing productivity, and strengthening operational performance.

Throughout 2025, the implementation of the Optimus Programme was carried out through a number of strategic steps, starting from the efficiency of production and transportation activities, optimisation of fuel use, increased procurement effectiveness, to improvements in business processes and synergy across regions and subsidiaries.

The programme also includes strengthening commercialisation and developing opportunities that have an impact on increasing revenue. She said that cost optimisation in the Upstream Subholding is not only oriented towards savings but is also aimed at strengthening business resilience and maintaining operational reliability.

This achievement was appreciated at the 2025 Cost Optimisation Appreciation Day and the 2026 Cost Optimisation Kick-Off of PT Pertamina (Persero). Pertamina reaffirmed its commitment to continuing the efficiency programme through the 2026 Cost Optimisation Kick-Off.

In a series of appreciations, Pertamina awarded programmes and individuals who were deemed to have made significant contributions to the cost optimisation achievements of the Upstream Subholding throughout 2025.

The awards include the Best ESG Programme for Fuel Efficiency in Production and Transportation Activities in Regional 3 Kalimantan; the Best Achievement Programme for increasing revenue through the commercialisation of condensate, co-lifting activities, and additional cost recovery in Regional 5 International. Then, the Best Person in Charge was awarded to Nikmatul Khusna Artamin, Manager of Operation Planning & Engineering Regional 4 East Indonesia; the Best New Revenue Stream for incremental profit from the expansion of new business in the Elnusa Group; and the Grand Champion for the Upstream Subholding.

Cost optimisation through the Optimus Programme is a value creation strategy that does not stop at cost savings but also strengthens business resilience, increases operational efficiency, and supports the sustainability of the Upstream Subholding’s performance.

Pertamina Hulu Energi will continue to invest in the management of upstream oil and gas operations and businesses in accordance with the principles of Environmental, Social, and Governance (ESG).

The company also reaffirmed its commitment to zero tolerance for bribery by ensuring the prevention of fraud and keeping the company free from bribery practices. This is done, among other things, through the implementation of a standardised Anti-Bribery Management System (SMAP) according to ISO 37001:2016.
