Pertamina Halts Subsidised Diesel Supply at Bali Petrol Station Amid QR Code Misuse Scandal

PT Pertamina Patra Niaga Regional Jawa Timur, Bali, dan Nusa Tenggara (Jatimbalinus) has temporarily halted the distribution of Biosolar at SPBU 54.801.47 on Jalan Teuku Umar Barat, West Denpasar, following the misuse of QR codes by employees. Area Manager Communication, Relations & CSR for PT Pertamina Patra Niaga Regional Jatimbalinus, Ahad Rahedi, stated that in addition to suspending Biosolar distribution, the company has reset the QR Pump Test and metrology calibration, and proposed blocking all QR codes indicated to have been misused. “The steps taken include the temporary suspension of Biosolar distribution to the petrol station in accordance with BPH Migas regulations, resetting the QR Pump Test and metrology calibration, proposing the blocking of all QR codes indicated to have been misused, and accelerating the operational cooperation process for managing the petrol station,” he said in a written statement received by detikBali on Thursday. Pertamina Patra Niaga has also coordinated with law enforcement, the petrol station owner, and regulators to conduct an internal investigation based on transaction data and CCTV footage. The investigation revealed that on Saturday, 25 April 2026, at around 1.40pm local time, a concrete mixer truck refuelled with Biosolar using a QR code that did not match the vehicle’s identity. The alleged misuse is now being handled by the police, with several suspects named, including two individuals who worked at the petrol station. Ahad stressed that Pertamina respects and fully supports the ongoing legal process. The company is committed to ensuring the distribution of subsidised fuel is on target and supports law enforcement efforts to uncover the alleged misuse of subsidised Biosolar involving individuals at the station. “Pertamina Patra Niaga is committed to maintaining the integrity of subsidised fuel distribution so that it is on target. We fully support the investigation being carried out by law enforcement and have zero tolerance for any form of misuse, including if it involves individuals at distribution agencies. If proven to have violated regulations, sanctions will be imposed in accordance with applicable provisions,” he added. Pertamina confirmed it distributes subsidised fuel in accordance with government regulations and those set by BPH Migas. The company is also continuously strengthening oversight through transaction digitalisation, distribution data monitoring, and evaluation of distribution agencies to ensure subsidised energy is received by entitled communities. It was previously reported that two petrol station employees, Arifon Moe and Dimas Prasetyo Baehaqi, were charged with misusing the distribution of subsidised fuel by serving subsidised Biosolar to a concrete mixer truck without an official Pertamina barcode or QR code. The incident occurred at SPBU 54.801.47 on Jalan Teuku Umar Barat, West Denpasar, on 25 April 2026. For their actions, Arifon Moe and Dimas Prasetyo Baehaqi were charged with violating Article 55 of Law Number 22 of 2001 concerning Oil and Gas, as amended by Law Number 6 of 2023 concerning Job Creation, in conjunction with criminal provisions in the Criminal Code.
