The Ministry of State Apparatus Utilization and Bureaucratic Reform (PANRB) is now utilising artificial intelligence (AI) to evaluate the accountability of government agency performance.

The Ministry of PANRB describes the use of AI as part of efforts to accelerate digital transformation in government governance, as well as to promote a bureaucracy that is more adaptive, responsive, and data-based.

The implementation of AI in performance evaluation begins with the Socialisation of the Readiness Survey for the Implementation of AI-Based Government Agency Performance Accountability System (SAKIP) Evaluation, organised online by the Ministry of PANRB on Wednesday (29/4/2026).

“The application of AI-based SAKIP evaluation is part of the Ministry of PANRB’s commitment to delivering a bureaucracy that is adaptive to technological developments. This is not merely a system change, but also a transformation in work methods to make them more effective, efficient, and accountable,” stated Akhmad Hasmy, Assistant Deputy for Coordinating Policy Implementation and Evaluation of Bureaucratic Reform, Civil Servant Accountability, and Supervision I of the Ministry of PANRB, at the opening of the socialisation, quoted on Thursday (30/4/2026).

He emphasised that the utilisation of technology is an inevitability in driving sustainable bureaucratic reform.

Meanwhile, this readiness survey serves as an instrument to map the initial conditions of government agencies. The mapping covers the readiness of human resources, support for digital infrastructure, and understanding of AI-based evaluation mechanisms.

“The results of this survey are expected to serve as the basis for formulating more targeted and sustainable strengthening steps, so that the implementation of AI-based SAKIP evaluation can run optimally,” Hasmy stressed.

According to him, the success of the implementation is not only determined by technological readiness, but also by organisational readiness and work culture. Digital transformation demands changes in mindset and work patterns among civil servants that align with principles of performance and accountability.

In the future, the application of AI in SAKIP evaluation is expected to improve the quality of performance assessments to be more objective, fast, and data-based. Additionally, this approach is also expected to strengthen transparency and minimise subjectivity in the evaluation process.

“The application of AI-based evaluation is an important part in driving the realisation of a modern, adaptive, and competitive bureaucracy. Through sustainable transformation, the Ministry of PANRB is optimistic that the quality of government governance and public services will continue to improve,” Hasmy concluded.
