Peradi Profesional and Unhas Prepare Advocate Professional Education Programme
Peradi Profesional, in collaboration with the Faculty of Law at Hasanuddin University (Unhas), is preparing an Advocate Professional Education Programme (PPA) to improve the competence of prospective advocates. The programme is targeted to commence in March 2027.
The General Chair of Peradi Profesional, Harris Arthur Hedar, stated that the PPA is expected to produce high-quality, ethical, and character-driven advocates. This was announced following a Focus Group Discussion (FGD) regarding the preparations for opening the Advocate Professional Education Study Programme at the Unhas Faculty of Law alongside Peradi Profesional.
“It will certainly produce advocates who are high-quality, ethical, and possess character. That is the motto of the PERADI Profesional organisation. Therefore, ‘Professional’ will prove that this PPA must be established to enhance the quality and competence of advocates,” said Harris on Friday (18/9/2026).
According to Harris, professional education is necessary to deepen the competence of advocates. He noted that existing advocate education has been a subject of debate, as it is considered relatively short for forming a true professional.
“The PKPA (Special Advocate Profession Education) essentially only lasts one or two weeks, and then suddenly people can practise. If we are talking about a profession, we must truly possess competence,” Harris added.
Harris mentioned that preparations for the PPA will continue through further studies before the programme is implemented. “We are conducting studies today, which will continue tomorrow, and God willing, we will move forward so that this programme can be operational by next March,” Harris explained.
The Secretary General of Peradi Profesional, Yuhelting, stated that the opening of the PPA was an initiative from the Unhas Faculty of Law, which Peradi Profesional subsequently responded to for implementation.
Yuhelting noted that the implementation of advocate professional education has a legal basis set out in Law Number 12 of 2012 concerning Higher Education and Permenristekdikti Number 5 of 2019.
According to him, advocate professional education has not been able to be fully implemented previously due to the legal space provided by the Constitutional Court ruling regarding the implementation of Special Advocate Profession Education (PKPA). This condition, according to Yuhelting, has also sparked discussions regarding the quality and standard of advocates.
“Looking at the phenomena occurring so far, where the recruitment system for advocates is too easy, we see a phenomenon where the quality of advocates is degrading. Therefore, the noble intention of Unhas together with PERADI Profesional is to improve the quality of graduates among these prospective advocates,” Yuhelting revealed.
Yuhelting hopes that the PPA can support the strengthening of the advocate profession as an ‘officium nobile’. He believes the PPA can serve as an option for the public to obtain advocate professional education through a more in-depth learning process.
