Pekanbaru Police Narcotics Chief Removed and Placed on Special Assignment with Six Subordinates for Allegedly Obstructing Drug Users' Rehabilitation

The removal of the Head of the Narcotics Resort Police Pekanbaru, Kompol M Jacub Nurman Kamaru, is due to allegations of obstructing the rehabilitation process for drug users. He is even assessed as having abused his authority in law enforcement. The Riau Regional Police stated that Jacub’s actions were the opposite of the procedures that should facilitate drug users in obtaining rehabilitation. “He abused the procedure, which should be made easier, but was made difficult, that’s how it turned out. In the end, there are people who see it as if it were a ransom,” said the Head of Public Relations of the Riau Regional Police, Kombes Pol Zahwani Pandra Arsyad, quoted on Wednesday, 1 April 2026. Not alone, Jacub is suspected of committing the violation with six of his members, namely AKP Untari, Iptu Harianto, Aipda Jemi, Briptu Herman, Briptu Taufiq, and Briptu Lukas. They are said not to have carried out the standard operational procedures (SOP) as they should. “What he did was an abuse of authority. So he did not use the existing SOP or did it not in accordance with the authority and there was a deviation,” he said. In fact, according to Law Number 35 of 2009 on Narcotics, drug users should undergo an integrated assessment involving the Health Office and the National Narcotics Agency (BNN) to determine rehabilitation steps. However, in practice, Jacub is said to have only conducted an initial examination without proceeding to the required stages. “Then after that, rehabilitation is carried out. Well, he didn’t. He only did a preliminary test, just a test, indeed not proven, but he did not carry out (the procedure),” he said. Due to the alleged violation, Jacub has been officially removed from his position. Not only that, he and his six members were immediately imposed with special placement sanctions (patsus) by the Riau Regional Police. “Already, directly placed on special assignment. So after the Eid al-Fitr holiday, directly placed on special assignment,” he said. On the other hand, there is a rumour circulating that Jacub also received Rp200 million from three drug users. However, the Riau Police emphasised that this information has not been proven and is still under investigation by the Propam Division. “Not proven yet. That’s why with such information, we investigate, but it hasn’t been proven yet,” he said.
