Pekanbaru Mayor Clarifies HGB Policy for STC, Confirms Compliance with Regulations
Pekanbaru Mayor Agung Nugroho has corrected information regarding the polemic over Building Use Rights (HGB) in the Sukaramai Trade Centre (STC) area. He stressed that the Pekanbaru City Government never stated that the Minister of Home Affairs provided a recommendation concerning the STC HGB.
Agung explained that what the Pekanbaru City Government did was consult with the Directorate General of Regional Financial Development at the Ministry of Home Affairs, as a form of caution by the regional government in making policies related to the management of Regional Property (BMD).
“I need to clarify, we never conveyed that the Minister of Home Affairs provided a recommendation regarding STC. What we conveyed was that the Pekanbaru City Government had conducted consultations with the Ministry of Home Affairs regarding provisions for managing regional assets,” said Agung on Friday (14/8/2026).
In addition to the Ministry of Home Affairs, the Pekanbaru City Government also consulted and coordinated with various other parties, including the Corruption Eradication Commission (KPK), the National Land Agency (BPN), and law enforcement officials. This step was taken to ensure that every policy adopted by the city government has a strong legal basis and does not cause problems in the future.
According to Agung, the results of this consultation serve as one of the bases for the city government in determining steps regarding the HGB in the STC area after the cooperation period ended and the building became an asset of the Pekanbaru City Government.
“So once again, what exists is the result of a consultation, not a recommendation from the Minister of Home Affairs. If the term recommendation appears in the news, we certainly need to correct it so that there is no misperception,” he stressed.
Agung stated that the Pekanbaru City Government remains open to input from the Regional People’s Representative Council (DPRD), traders, and other parties. However, as the regional head, he has an obligation to protect regional assets and ensure all policies are implemented in accordance with regulations.
“We have no interest other than implementing the rules, protecting the assets belonging to the people of Pekanbaru, while also seeking the best solution so that the business activities of traders can continue to operate,” he said.
The Pekanbaru City Government is currently continuing to study the asset utilisation scheme for STC that complies with regulations and can provide certainty for all parties.
Agung also invited all parties to maintain a conducive atmosphere in Pekanbaru City and resolve the STC issue through communication and the applicable legal provisions.
“Let us not allow differences of opinion to become a prolonged polemic. Let us address the issue clearly. The city government will remain compliant with the rules while seeking the best way out for the community and STC traders,” he concluded.
