Pekanbaru Administration Empowers PKK Cadres to Boost Motor Vehicle Tax Potential

The Pekanbaru City Government continues to innovate in increasing Local Original Revenue (PAD), specifically within the Motor Vehicle Tax (PKB) sector. One of the steps taken is engaging the Family Welfare Empowerment and Prosperity (PKK) cadres down to the neighbourhood (RW) level to conduct direct data collection and socialisation with the community.

Pekanbaru Mayor Agung Nugroho stated that this effort represents a collaboration between the Pekanbaru City Government and the Riau Provincial Government to tap into regional revenue potential that has not been optimally utilised. “We are collaborating with the Riau Provincial Government to identify and explore PAD potential, particularly in the Motor Vehicle Tax sector,” he said after receiving PKB data from the Riau Provincial Government at the Tenayan Raya Office Complex on Monday, 8 June 2026.

Mayor Agung added that the Acting Governor of Riau, SF Hariyanto, expressed appreciation for the significant increase in Pekanbaru’s PAD compared to several other regions. This success is attributed to the ‘proactive’ system prepared by the Pekanbaru administration.

In addition to involving civil servants (ASN) and part-time government employees (PPPK), the city government is also empowering PKK cadres who live directly within the community. Every neighbourhood (RW) is assigned a supporting civil servant through the ‘One ASN, One RW’ programme. Furthermore, local PKK cadres have been given an active role in data collection, socialisation, and education regarding tax obligations.

“PKK cadres living in the local area understand the community’s conditions better. They can perform data collection while simultaneously delivering information regarding motor vehicle taxes directly to residents,” said Agung.

Through this approach, the public is being educated on the importance of paying motor vehicle taxes. PKK cadres will also provide information regarding the process of transferring vehicle registration from outside regions to Pekanbaru plates. Additionally, they will communicate information regarding government-led tax amnesty programmes, allowing residents with arrears to take advantage of the opportunity.

The Pekanbaru City Government is also working to simplify access to tax payment services. Residents can receive assistance and guidance for administrative processes at the Integrated One-Roof Service System (Samsat) offices or through Samsat services available at the Public Service Mall (MPP). To encourage the optimisation of this programme, the Pekanbaru administration plans to provide incentives to the PKK cadres involved in these tax collection and socialisation activities.

“We will provide incentives to the PKK cadres so they can work maximally, going directly from house to house while monitoring the conditions of the community in their respective areas,” Agung added.

The Mayor noted that the steps implemented by the Pekanbaru City Government were appreciated by the Acting Governor of Riau. In fact, Pekanbaru’s efforts are intended to serve as a model for other regencies and cities within Riau Province. “The Acting Governor appreciates our steps. He even encouraged this pattern to be applied in other regions to increase the overall PAD in Riau Province,” he concluded.
