Pegayaman Residents Complain About Shortcut Land Compensation Issues to Buleleng Military Command
The issue of land compensation for the shortcut project at points 9 and 10 in Pegayaman Village, Buleleng Regency, remains unresolved. Several affected residents held an audience with Kodim 1609 Buleleng to voice their plight on Sunday (19/4/2026).
“As legal representatives, we continue to strive for communication. We have met with council members, the Chairman of the Buleleng DPRD, and the Head of the Public Works Department. We hope for a facilitator to bridge the interests of the community and the government,” said Hilman Eka Rabbani, the legal representative for the Pegayaman community, when met after the audience.
According to him, the community is still holding firm to their demands because they feel the offered compensation does not reflect the actual conditions on the ground. One major concern is the appraisal team’s data results, which are deemed inconsistent with the facts.
“Why do the data results differ so greatly from the on-site conditions? This is the question from the community,” he emphasised.
The community, Hilman said, has even calculated their potential losses themselves based on the references used by the appraisal team, including the value of crops. From those calculations, a figure of around Rp 4.3 billion emerges.
“The difference is quite significant. That’s what makes the community view it as unrealistic,” he explained.
In response, Pegayaman residents now hope to meet directly with the Bali Governor to find a joint solution. “We hope for a win-win solution. We want to sit down together and find common ground,” he added.
Hilman also revealed that the last meeting with the governor took place in 2021. At that time, the governor promised equalisation of land prices and a re-assessment, including crops that had not been accommodated. However, that promise is still considered not fully realised to this day.
On the other hand, the community emphasises that they do not reject the shortcut development project. They only want justice and transparency in the compensation process. “The community does not reject development. But no one should be disadvantaged,” he said.
Currently, the shortcut development project at points 9 and 10 is not yet underway. Residents hope the compensation issue is resolved first before the project continues.
Meanwhile, Commander of Korem 163/Wirasatya, Brigadier General TNI Ida I Dewa Agung Hadisaputra, hopes this matter finds a solution soon without hindering development. “I hope for a win-win solution. Don’t let development be delayed, because the longer it takes, the greater the losses,” he stated.
