MANILA (AFP): Philippine lawmakers on Wednesday started working on a bill outlawing voyeurism after discovering the country had no law against peeping toms.
"There is no criminal liability on voyeurs so we have to draft legislation related to this," Robert Barbers, head of the Senate committee on public safety, said in an interview on government television.
Last week, a local television station reported that a gang of peeping toms was using hidden cameras to spy on women in bathrooms and fitting closets in Manila shopping malls.
A member of the gang had sent the television station footage of its victims, which were partially broadcast, provoking outrage from womens' rights groups.
