Pecatu-Uluwatu Traffic Engineering Made Permanent After One-Month Trial

The Badung Regency Transportation Agency (Dishub), together with the Traffic and Road Transport Forum (LLAJ), has permanently implemented traffic engineering in the Pecatu-Uluwatu area starting Thursday (2/7/2026). The move follows a month-long trial deemed effective in unravelling congestion points leading to the tourist area in South Kuta. “The decision to maintain this scheme is because it is considered effective and there is no change in the operational formation on the ground. There is only the addition of one ‘no entry’ sign from Jalan Raya Uluwatu towards Gang Batu Nunggul without the imposition of operational hours,” said Head of the Badung Transportation Agency, Anak Agung Gede Rahmadi. The permanent status was agreed upon through a cross-agency evaluation meeting involving the Bali Class II Land Transportation Management Centre (BPTD), the police, sub-district officials, and local village authorities. Although the policy is now binding, the imposition of fines for violators will only be enforced by the police after the Badung Regent’s Decree (SK) is officially issued. “The majority of residents responded positively because the flow of vehicles now feels smoother and travel is comfortable,” Rahmadi explained. The focus of the traffic flow arrangement targets six crucial intersections, with the main priority on the Jalan Toya Ning II-Jalan Raya Uluwatu intersection and the Jalan Baler Setra-Jalan Blimbing Sari intersection. Under the new rules, vehicles from Jalan Raya Uluwatu are prohibited from turning directly onto Jalan Toya Ning II. Meanwhile, the opposite flow from Jalan Toya Ning II is only allowed to turn left towards Pecatu and is strictly prohibited from turning right towards Ungasan from 17.00 to 22.00 WITA. “The current road capacity is indeed the only main access to the Uluwatu area, so in the short term this engineering must be carried out because tourists keep arriving. For the long term, the Regent has actually planned the construction of a ring road as a permanent solution to facilitate access,” Rahmadi revealed. In addition to restrictions in the Toya Ning area, arrangements also apply to vehicles from the Jalan Baler Setra-Jalan Blimbing Sari intersection, which are prohibited from turning west towards Jalan Raya Uluwatu. The ban on turning west at the intersection applies to all types of vehicles, except motorcycles. “To be effective, this arrangement will see joint inter-agency officers remain on standby at their respective posts throughout the afternoon to evening operational hours. Periodic guarding is carried out from the Pecatu Village Office junction, Simpang Toya Ning, Simpang Nirmala, to the Bali State Polytechnic Junction in collaboration with community protection units (Linmas), the police, and the Civil Service Police Unit (Satpol PP),” Rahmadi concluded.
