Iran is reportedly receiving US$300 billion, or more than Rp 5,000 trillion, in private funding following peace with the United States to spur investment flows. More than half of that private funding has already been disbursed, according to a source with direct knowledge of the US-Iran agreement who spoke to Reuters on condition of anonymity because the plan has not yet been made public. Information about private funding for Iran has been reported previously. However, Reuters reveals for the first time that more than half of the funding has been disbursed and that it will come entirely from private sector funds. The source cited by Reuters stressed that this new funding is a private investment vehicle, not a reconstruction or reparations programme, and will not include government money or grants.

Companies based in the US, Arab Gulf states, Asia, South America, and Africa are said to have agreed to commit to providing the funding. The promised investment covers the energy, logistics, manufacturing, and transport sectors. A senior Iranian source separately told Reuters that Tehran initially requested US$400 billion in war damage compensation from the US, but Washington insisted it would not provide such compensation. The idea for the private funding, to be named the ‘Reconstruction and Development Fund’, then emerged.

The mechanism, according to the Iranian source, provides for various means of contribution. These include securing loans, establishing lines of credit, or direct financing for the reconstruction of war-damaged sites, including facilities such as the Mobarakeh Steel complex, oil refineries, airports, and more broadly, infrastructure affected by the conflict. The source added that this investment funding is separate from parallel negotiation tracks concerning the lifting of US sanctions and the release of frozen Iranian assets abroad.

The investment funding will not be established or operated until a final agreement is reached. The memorandum of understanding between the US and Iran, once signed, is intended to govern the process over the next 60 days. ‘The fund will only be established after the final agreement is signed. During these 60 days, the fund administrator will work with Iranians and investors to plan and define the scope of projects,’ the source said.
