PDIP Open to Parliamentary Threshold Set at 5-6 Per Cent
The PDIP is considering a parliamentary threshold of 5 to 6 per cent. The Chairman of the PDIP Solo City Branch, Aria Bima, stated that this option remains part of political communication between parties and is linked to the possibility of increasing the total number of seats in the House of Representatives (DPR).
“PDIP will engage in various negotiations between 5 and potentially 6 per cent, if the number of seats is increased to 600 or 620,” said Aria when met at the Parliament Complex, Senayan, Central Jakarta, on Wednesday (16/09/2026).
The Deputy Chairman of Commission II of the DPR RI explained that PDIP’s position is based on considerations regarding the work effectiveness of factions within the DPR. According to Aria, every faction requires an adequate number of members to carry out legislative, budgetary, and supervisory functions.
“Regardless of any previous agreements regarding the PDIP’s stance on the parliamentary threshold, the underlying logic is based on calculating the effectiveness of performance within the DPR,” he said.
Aria explained that the DPR consists of 13 commissions and eight boards. Based on his calculations, for a faction to work effectively within each commission, approximately three members are required. This number is necessary because faction members may also hold concurrent roles in boards, special committees (pansus), working committees (panja), or other assignments.
“If we calculate the real effectiveness of a faction within a commission, two members is insufficient. One is even worse. Three is the effective number,” he said. He added that with 13 commissions multiplied by three members, the ideal requirement reaches approximately 39 DPR members per faction.
According to Aria, this calculation serves as the basis for why the parliamentary threshold cannot be set at 4 per cent if the number of DPR members remains in the range of 580 to 600. “If the number of DPR members remains at 580 or increases to 600, then it certainly cannot be 4 per cent. This is because 39 members represents more than 4 per cent,” he explained.
