PDIP Legislator Criticises Stagnation in Resolving Gross Human Rights Violations

Member of the House of Representatives (DPR) Commission XIII, Rieke Diah Pitaloka, has highlighted the stance of the Prabowo Subianto administration in not renewing Presidential Decree (Keppres) No. 4 of 2023 on the formation of a monitoring team for non-judicial resolution of gross human rights violations. The decree, signed during the tenure of the seventh President Joko Widodo (Jokowi), regulates the establishment of the Monitoring Team for the Implementation of Recommendations for Non-Judicial Resolution of Gross Human Rights Violations.

“The end of the monitoring team under Keppres 4 of 2023 without renewal indicates weakness in the continuity of resolving human rights cases,” said Rieke during a working meeting with the Coordinating Ministry for Law, Human Rights, and Immigration; the Ministry of Human Rights; the Ministry of Health; the National Human Rights Commission (Komnas HAM); and the Witness and Victim Protection Agency (LPSK), on Thursday, 2 April 2026.

According to the legislator from the Indonesian Democratic Party of Struggle (PDIP), the weakness in efforts to resolve past gross human rights violation cases is also reflected in the uneven implementation of non-judicial resolutions. Out of a total of 17 incidents, seven have not yet been touched by resolution efforts. Rieke also assessed that the lack of synchronisation in victim numbers data among ministries and agencies thickens the impression of the state’s minimal commitment to providing justice for victims.

Rieke exemplified the data differences between Komnas HAM and LPSK. Komnas HAM records the number of victims of past gross human rights violations at 8,599 people, while LPSK records 5,626 people.
