PDI-P Politician: Hajj "War Ticket" Could Be an Additional Option
JAKARTA, KOMPAS.com - The head of the PDI-P faction group in Commission VIII of the DPR RI, Selly Andriany Gantina, believes that the discourse on implementing a “war ticket” system for Hajj could become an additional option in organising the Hajj pilgrimage.
However, that scheme can only be considered after the state prioritises the dispatch of around 5 million pilgrims who are currently queuing.
“The main reality we face today is the existence of around 5 million pilgrims who have entered the waiting list and have been waiting for years. Therefore, the top priority remains on those who registered first,” said Selly when contacted on Friday (10/4/2026).
“That means the state is obliged to continue dispatching, especially pilgrims in the queue who factually existed long before the BPKH,” she stated.
Selly reminded that the queue system based on portion numbers has been regulated in Law No. 14 of 2025 on the Organisation of Hajj Worship.
In that regulation, the placement of pilgrims is done sequentially according to the registration time as a form of justice and service certainty.
“That means the queue is a systemic consequence of quota limitations, not a result of the existence of a particular institution,” said Selly.
However, Selly emphasised that the “war ticket” scheme must not be applied comprehensively because it could spark new controversies and shift the principle of justice in the queue system.
“First, the war ticket scheme can be run as an additional option, but with a clear and limited proportion, without disrupting the rights of pilgrims in the queue,” said Selly.
She added that the scheme could be prioritised for certain groups, such as the elderly, people with disabilities, or pilgrims with special needs as a form of state affirmation.
Thus, the “war ticket” does not become a general mechanism based on speed or financial ability, but remains within the framework of social justice.
“We from the PDI-P faction in Commission VIII are ready to discuss comprehensively with the government the best scheme, including determining a fair proportion between pilgrims already in the queue and the possibility of a new scheme like ‘war ticket’ or the precise term, zero-year dispatch,” she concluded.
