The Nahdlatul Ulama Executive Board (PBNU) has stated that the 2026 Nahdlatul Ulama (NU) National Deliberation (Munas) and Grand Conference (Konbes) are being held to discuss preparations for the muktamar.

Steering Committee (SC) Chairman for the 2026 NU Munas and Konbes, K.H. Ahmad Said Asrori, revealed that this Munas and Konbes is the final forum in the current PBNU management period before entering muktamar preparations.

“This Munas and Konbes will discuss matters concerning the world, relating to waqi’iyah, qanuniyah, and maudlu’iyyah. It will also discuss the organisation, recommendation commissions, programmes, and other matters related to national, state, and religious life in Indonesia,” he said in Kediri, East Java, on Saturday.

He explained that the forum indeed addresses various strategic issues, ranging from religious and organisational matters to national concerns. He expressed hope that the event, held at the Al Falah Islamic Boarding School in Ploso Village, Mojo District, Kediri Regency, would run smoothly and produce decisions beneficial for NU members and the wider community.

“The hope is that this Munas and Konbes will proceed well, with joy and happiness, and of course, we hope it will produce beneficial decisions, especially for NU members, Islamic boarding school communities, and all Indonesians,” he stated.

SC Secretary for the 2026 NU Munas and Konbes, K.H. Amin Said Husni, explained the position of the Munas and Konbes within NU’s consultative system. He said the two forums are distinct but are almost always held in parallel. The Munas and Konbes are one level below the muktamar, which is the highest forum within NU.

He added that the Munas is attended by delegates from the Syuriah of NU Regional Boards (PWNU) across Indonesia, while the Konbes is attended by Tanfidziyah delegates from PWNU in 38 provinces.

“The Munas discusses diniyah or religious issues, whether waqi’iyah, maudlu’iyyah, or qanuniyah in nature,” he said. He added that waqi’iyah refers to legal issues arising from social realities, maudlu’iyyah relates to specific themes deemed important from NU’s religious perspective, while qanuniyah represents the organisation’s stance on regulations and legislation, whether existing or still under discussion.

As for the Konbes, he continued, it has the authority to discuss association regulations, which sit below NU’s Articles of Association and Bylaws (AD/ART). “The AD/ART is discussed, decided, and established by the muktamar. Meanwhile, association regulations or Perkum are regulations discussed and established within this Konbes,” he said.

Organising Committee (OC) Chairman for the 2026 NU Munas and Konbes, Saifullah Yusuf, said the opening ceremony would commence on Saturday evening. “At 19.00, the opening procession for the Munas and Konbes will begin, lasting for two days, Sunday and Monday. After that, we will hold the closing of the Munas and Konbes in Bangkalan on the upcoming 23rd of July,” said Gus Ipul, his familiar nickname.
