PAUD and Kejar Paket Programmes Now Permitted to Hold MPLS
The Ministry of Primary and Secondary Education (Kemendikdasmen) has permitted Early Childhood Education (PAUD) institutions, as well as the equivalency programmes Paket A, Paket B, and Paket C on the non-formal and informal education pathways, to organise a School Environment Introduction Period (MPLS) for new students. The implementation of MPLS is to be adjusted according to the conditions, needs, capabilities, characteristics, and readiness of each educational unit.
This regulation is stipulated in Circular Letter of the Minister of Primary and Secondary Education of the Republic of Indonesia Number 17 of 2026 concerning the Friendly School Environment Introduction Period for Educational Units on the Non-Formal and Informal Education Pathways. The circular was signed by Minister of Primary and Secondary Education Abdul Mu’ti on Friday, 10 July 2026.
Abdul stated that the use of materials and activities refers to the Decree of the Minister of Primary and Secondary Education Number 198 of 2026 concerning the Description of Friendly School Environment Introduction Period Materials, as well as the 2026 Friendly MPLS Reference Book. The materials include the Seven Habits of Great Indonesian Children Movement, an introduction to school rules, positive school culture, vision and mission, and anti-bullying measures.
He noted that PAUD and the Paket A, B, and C programmes can conduct MPLS activities based on the age of the students, service characteristics, conditions, needs, and capabilities of each educational unit. He also requested that the implementation of MPLS prioritise creating a Safe and Comfortable School Culture that is joyful and favours the interests of children through the habituation of positive behaviour and character strengthening, in accordance with the child’s developmental stage and the unique characteristics of the non-formal and informal education pathways. The MPLS for the new academic year is nationally scheduled for the first week of school, from 13 to 17 July.
