Pasundan University Graduates New Doctor with Dissertation on Online Single Submission Policy Implementation in Cianjur

BANDUNG — The Postgraduate Programme of Pasundan University (Unpas) has produced a new doctoral graduate in Social Sciences, with Euis Jamilah officially earning her doctorate after completing her Doctoral Promotion Examination on Wednesday (30/4/2025). The examination took place in the 6th floor examination room of the Paguyuban Pasundan Building, Jalan Sumatera No. 41, Bandung.

The examination was chaired by Prof. Dr. H. Bambang Heru P., M.S., with Prof. Dr. H. Kamal Alamsyah, M.Si. serving as promotor and Dr. H. Uyat Suyatna, M.Si. as co-promotor. The examining panel comprised Prof. Dr. Lia Muliawaty, M.Si., Prof. Dr. H. M. Didi Turmudzi, M.Si., and Prof. Dr. H. Soleh Suryadi, M.Si.

Euis presented her dissertation entitled "Policy Implementation Model for Online Single Submission Electronic-Based Services at the Investment and One-Stop Integrated Services Agency (DPMPTSP) of Cianjur Regency."

Her research found that the electronic-based OSS service policy at DPMPTSP Cianjur Regency has not yet been implemented effectively. "There remain obstacles such as limited facilities and infrastructure, low public participation, and insufficient understanding of OSS service technology," her dissertation abstract stated.

Using a qualitative approach with a case study method, Euis developed a more effective policy implementation model taking into account policy dimensions and objectives, resources, characteristics of implementing agencies, inter-organisational communication, implementer attitudes, and economic, social, and political environmental factors.

Euis also highlighted the novelty of her research, namely public participation, collaborative governance, ease of service accessibility, and data integrity as critical elements in the development of OSS-based services.

"I chose this research because business licensing services must be delivered quickly, easily, and transparently. My hope is that the model I have proposed can be implemented and that obstacles on the ground can be overcome so that the investment climate in Cianjur improves," she said after the examination.

With a GPA of 3.68 and a rating of "Very Satisfactory", Euis became the 283rd doctoral graduate of the Unpas Postgraduate Programme. She also expressed her appreciation for her educational experience at the university.

"I felt very comfortable studying at Unpas. The lecturers truly understand their students' difficulties. I was able to balance my time between work and studies. Going forward, I will recommend my colleagues to study here," she said.
