Part-Time PPPK Workers in Jakarta Yet to Receive 13th-Month Salary

The Jakarta Regional House of Representatives (DPRD) has highlighted the non-payment of the 13th-month salary for part-time government employees with work agreements (PPPK) within the Jakarta Provincial Government. A number of part-time PPPK workers at the Jakarta Health Agency have not received the payment due to the absence of regulations governing it.

The issue was discussed during a hearing between representatives of the Jakarta Health Agency’s part-time PPPK workers and DPRD Deputy Chair Rany Mauliani at the DPRD DKI Jakarta building on Tuesday, 23 June 2026. “There is no government regulation (PP) that discusses the provision of a 13th-month salary for part-time PPPK employees. Only for PPPK,” Rany said in a statement on Thursday, 25 June 2026.

According to Rany, the part-time PPPK workers’ demand for the 13th-month salary is understandable, as they seek equal treatment with other government employees. However, she noted that to date, no regulation explicitly governs the provision of the 13th-month salary for part-time PPPK workers. This situation prevents the Health Agency from disbursing the funds, as doing so could potentially lead to legal and administrative problems in the future.

Rany therefore urged the Jakarta Provincial Government to immediately coordinate with the central government to find a solution for part-time PPPK workers. She expressed hope that the coordination process would yield legal certainty. “While also fulfilling a sense of justice for the part-time PPPK workers who serve public health,” said the Gerindra Party politician.

Nita, a representative of the Jakarta Health Agency’s part-time PPPK workers, conveyed that the absence of the 13th-month salary has caused them anxiety. “Considering that this income is very much needed to support our families,” she said.

Meanwhile, Jakarta Health Agency Head Ani Ruspitawati stated that the regional government has attempted to budget for the 13th-month salary through the Regional Public Service Agency (BLUD) scheme. However, disbursement must await regulatory certainty. According to Ani, Government Regulation Number 9 of 2026 concerning the provision of holiday allowances (THR) and the 13th-month salary does not include the nomenclature of part-time PPPK workers as recipients. Therefore, she said, further study and coordination are needed to ensure the policy complies with statutory regulations.

“We have absolutely no motive to disadvantage all our colleagues, but when a payment is made, there must be a strong regulatory basis,” Ani said. The Jakarta Provincial Government stated it will coordinate with the Ministry of Home Affairs and the Ministry of State Apparatus Empowerment and Bureaucratic Reform, specifically to consult on the 13th-month salary for part-time PPPK workers.
