Part-time PPPK Can Be Appointed Without Re-selection, Says Ministry
The Ministry of State Apparatus Empowerment and Bureaucratic Reform (PANRB) has stated that part-time government employees with work agreements (PPPK) do not need to undergo a re-selection process to be appointed as full-time PPPK. The appointment is carried out through a status transfer mechanism in accordance with the provisions of PANRB Ministerial Regulation Number 9 of 2026 concerning Part-Time Government Employees with Work Agreements.
Deputy for Human Resources of the State Apparatus at the PANRB Ministry, Aba Subagja, said the regulation was signed by PANRB Minister Rini Widiyanthi on 19 June 2026 and officially came into force after being promulgated on 26 June this year.
‘In principle, the Part-Time PPPK policy is implemented once as a solution during the transition period for structuring non-ASN employees, so that they can continue to work amidst limited formations and budgets,’ Aba said in a written statement on Sunday, 5 July 2026.
Aba explained that Part-Time PPPK are employees who have participated in the 2024 fiscal year state civil apparatus procurement selection. Therefore, the appointment to full-time PPPK is not carried out through a new selection, but through a status transfer mechanism as regulated in Article 24 and Article 25 of PANRB Ministerial Regulation Number 9 of 2026.
In accordance with these provisions, Aba emphasised that the appointment of Part-Time PPPK to full-time PPPK indeed does not require a re-selection, but this does not mean it happens automatically. The appointment is based on agency needs, budget availability, and the results of employee performance evaluations.
The mechanism involves the Personnel Development Officer (PPK) initially proposing the names of Part-Time PPPK to be designated as full-time PPPK, considering budget availability and employee performance evaluation results. This proposal then becomes the basis for the PANRB Minister to determine the detailed requirements.
After that, the Head of the National Civil Service Agency (BKN) provides technical considerations for the status change before the PPK stipulates the appointment of the employee concerned. ‘Thus, the appointment is not automatic, but it also does not require the person concerned to undergo a re-selection. The appointment is made according to agency needs, budget availability, and the performance of the person concerned,’ he said.
