Part-time Civil Servants Mostly Millennials, 51% Hold Primary and Secondary Education Qualifications
Government Employees with Work Agreements (PPPK) Part-time are now included in civil servant statistics. The majority are millennials and hold primary and secondary education qualifications. As of December 2025, 947,421 part-time PPPK civil servants were recorded, accounting for 15% of the total 6.54 million civil servants, which includes 3.55 million permanent civil servants (PNS) and 2.04 million PPPK staff. According to the latest ASN Statistics Book, part-time PPPK numbers have been increasing since their inception, with 957,421 staff recorded by December 2025. The majority of part-time PPPK civil servants have primary and secondary education qualifications, with 484,714 (51%) holding SD-SMA degrees. This is followed by 364,509 (39%) with diploma or bachelor’s degrees, 87,793 (9%) with associate diplomas, 10,389 (1%) with master’s degrees, and 16 (0.1%) with doctorates. By generation, 67% are millennials (Gen Y), 17% Gen X, and 16% Gen Z. Most work under local government institutions (917,841 or 97%), with 29,580 (3%) in central government bodies. “Part-time PPPK, established in 2025, continue to show a similar pattern where local institutions dominate,” according to the ASN Statistics Book published by BKN. Most hold operational roles (694,727 or 73%), followed by teaching positions (170,515 or 18%), health roles (81,907 or 9%), and lecturer positions (272 or 0.1%). “In part-time PPPK roles, general or operational positions are the most common as the majority come from non-civil servant staff previously handling administrative and operational functions,” according to the ASN Statistics Book for the second half of 2025.
