Parliament Urges Government to Provide Concrete Solutions on Honorer Teacher Restructuring

Member of Commission X of the House of Representatives, Abdul Fikri Faqih, has highlighted the issuance of Circular Letter No. 7 of 2026 from the Ministry of Basic and Secondary Education (Kemendikdasmen) regarding the mapping of non-Civil Servant (ASN) teachers.

He stated that policies on honorer teacher restructuring have actually been regulated through Government Regulation No. 48 of 2005, which was followed by Law No. 5 of 2014 on ASN. However, the issue still leaves uncertainty.

“Policies must not merely dismiss, but must be followed by concrete solutions,” said Fikri in a written statement on Sunday, 10 May 2026.

The Kemendikdasmen Circular Letter No. 7 of 2026 will limit honorer teacher assignments until 31 December 2026. This provision is seen as creating new uncertainties.

Therefore, said Faqih, the government must set strict requirements during this transition process, including ensuring that honorer teachers who teach are registered in the basic education data (Dapodik) as of 31 December 2024 and active in local education units.

In this policy as well, he reminded the importance of providing certainty to honorer teachers, namely appointment as ASN with PNS or PPPK status.

“This appointment scheme must be accelerated so that the education sector does not experience a crisis of teaching staff, especially in remote areas,” said the PKS politician.

Minister of Basic and Secondary Education Abdul Mu’ti stated that the ban on honorer teachers teaching after 30 December 2026 aims to provide certainty of status and welfare to teachers.

Mu’ti explained that the decision is a follow-up to the implementation of the 2023 ASN Law, which prohibits honorer or non-ASN personnel from teaching in public schools.

According to Mu’ti, the decision should have been implemented in 2024. However, due to the many unresolved honorer issues, the ministerial decision prohibiting non-ASN teachers from teaching in public schools will only apply in 2027.

“So that is actually a consequence of the implementation of the ASN Law that should have applied in 2024,” he said during a press conference at the Government Communication Agency office in Jakarta on Wednesday, 6 May 2026.
