Parliament Pushes for Honorer Teachers to Continue Teaching: At Least as PPPK or PNS
Jakarta – Commission X of the Indonesian House of Representatives (DPR RI) is committed to advocating for non-civil servant (non-ASN) teachers to continue serving following the policy on the deadline for honorer teacher assignments at the end of this year.
“Rest assured, we will continue to fight for teachers to remain in service, especially in areas that truly need these teachers,” said the Chair of Commission X DPR RI, Hetifah Sjaifudian, in Jakarta on Tuesday, 12 May 2026.
According to Hetifah, the commission handling education affairs recognises that teachers currently holding non-ASN status feel anxious and worried. “I also saw this in the regions during our recesses,” she stated.
Therefore, Commission X DPR RI plans to hold a working meeting with the Minister of Basic and Secondary Education (Mendikdasmen), Abdul Mu’ti, to seek an explanation from the government regarding the reform of these teachers’ status.
“The important thing is to clarify the status of teachers whose positions are currently unclear. For example, converting non-ASN or honorer teachers to ASN, at least PPPK or even PNS,” she said.
She added that the revision to the National Education System Law, currently being drafted by the DPR, will clarify teachers’ status. The recruitment process and salary determination will be reorganised in the said revision.
“If necessary, in the recruitment process, we will carry out a complete reorganisation, along with a restructuring of authorities so that there might be a single salary across all regions and certainty of status. If possible, all teachers become PNS,” she said.
Previously, the government stipulated that the assignment of non-ASN teachers would be carried out until 31 December 2026.
This is stipulated in the Circular Letter (SE) of the Minister of Basic and Secondary Education Number 7 of 2026 concerning the Assignment of Non-ASN Teachers in Education Units Organised by Local Governments.
Meanwhile, Law Number 20 of 2023 on ASN mandates that the arrangement of non-ASN employees be completed no later than December 2024.
Regarding SE Number 7 of 2026, the Ministry of Basic and Secondary Education emphasised that there will be no mass termination of employment (PHK) for the 237,196 non-ASN teachers who have been recorded in the Basic Education Data System (Dapodik).
The Director General of Teachers and Education Personnel (Dirjen GTK) of the Ministry of Basic and Secondary Education, Nunuk Suryani, stated that the government is currently formulating the best scheme even though the status of non-ASN teachers is declared to end this year.
