Parliament Approves Domestic Workers Protection Law!
JAKARTA, KOMPAS.com - The House of Representatives (DPR) has officially approved the Domestic Workers Protection Bill (RUU PPRT) as law through a plenary session at the DPR Building in Senayan, Jakarta, on Tuesday (21/4/2026) today. Initially, Bob Hasan, Chairman of the DPR’s Legislation Body (Baleg), reported on the discussions regarding the RUU PPRT to date. Bob then handed over the report to DPR Speaker Puan Maharani and Minister of Law Supratman Andi Agtas. “The time has come for us to request approval from the factions on the Bill concerning the Protection of Domestic Workers—can it be approved to be enacted as law?” asked Puan as the session chair. “Agreed,” shouted the DPR members. “Agreed. Thank you,” said Puan while banging the gavel and applauding. However, this bill only entered the National Legislation Programme (Prolegnas) in 2010. Subsequently, in 2013, the RUU PPRT finally entered the DPR RI’s Legislation Body (Baleg) table for the next stage. During the 2014-2019 DPR period, discussions on this bill stalled in Senayan. In the subsequent period, the bill was processed again. The RUU PPRT did not proceed smoothly among the people’s representatives because the DPR Leadership Meeting on 21 August 2021 postponed bringing the RUU PPRT to the Legislative Body Consultation Meeting (Bamus). Public demands strengthened for the DPR and government to continue discussions on this bill to completion. Indonesia’s 7th President Joko Widodo (Jokowi) instructed Minister of Law and Human Rights Yasonna Laoly and Minister of Manpower Ida Fauziyah to consult with the DPR on developing this bill. The bill was discussed in Bamus and brought to the DPR plenary session on 13 March 2023, and finally, this bill became a DPR initiative. On International Labour Day or May Day 1 May 2025, Indonesia’s 8th President Prabowo Subianto promised that the government would strive for the RUU PPRT to be approved as law. “Hopefully not more than 3 months, we will finalise this bill,” said Prabowo in front of the labour masses gathered at Monas field on 1 May 2025. Now, the Domestic Workers Protection Law is official and will take effect in one year.
