Parking receipts

The idea of encouraging motorists (The Jakarta Post, April 8,
1995) to insist on asking for receipts from parking attendants,
so as to better monitor the revenues collected from parking
areas, is easier said than done. The fact is, that many parking
attendant often get outraged if we do that.

There are also cases when motorists have to pay parking fees
just for passing by an area.

Authorities should make it clear the meaning of parking.
